Dr. Rahman’s research is funded by the Australian Federal and State Governments, and he serves on a range of editorial boards including the International Journal of Microsimulation (IJM). Professor Ann Harding, AO is an Emeritus Professor of Applied Economics and Social Policy at the National Centre for Social and Economic Modelling (NATSEM) of the University of Canberra. She was the founder and inaugural Director of this world class Research Centre for more than sixteen years, and also a co-founder of the International Microsimulation Association (IMA) and served as the inaugural elected president of IMA from 2004 to 2011. She is a fellow of the Academy of the Social Sciences in Australia. She has more than 300 publications including several books in microsimulation modeling.

Book excerpt: Reducing Emissions from Deforestation and Forest Degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+), as well as greenhouse gas reporting for the agriculture, forestry and other land use sector, requires land use changes to be characterized to estimate the associated greenhouse gas emissions or absorptions. It is becoming increasingly common to generate these estimates using sample-based area estimation (SBAE). This technique has been widely used in recent years in the generation of activity data – particularly for estimating areas of deforestation – for REDD+ measuring, reporting and verification. However, implementing countries and agencies have repeatedly highlighted the lack of guidance on how to address certain frequently encountered issues with this approach. This paper seeks to enable donors, academia, and countries that currently use or want to use SBAE for generating activity data for REDD+ or for other national or international reporting purposes, to delve into current good practice and existing literature, as well as gain a better understanding of the most pressing research needs in the area. The paper moreover will give non-experts an overview of area estimation, as well as its applications and limitations. Published by FAO with the collaborative support of several partners in the Global Forest Observations Initiative (GFOI), the World Bank and the Department for Energy Security and Net Zero of the United Kingdom of Great Britain and Northern Ireland, the paper is expected to contribute to improved forest data.

A new program of the U.S. Census Bureau is now providing more timely estimates for these programs than those from the decennial census, which have been used for many years. These new estimates are being used to allocate more than $7 billion annually to school districts, through the Title I program that supports educationally disadvantaged children. But are these estimates as accurate as possible given the available data? How can the statistical models and data that are used to develop the estimates be improved? What should policy makers consider in selecting particular estimates? Book excerpt: The National Oceanic and Atmospheric Administration (NOAA) uses precipitation data in many applications including hurricane forecasting. Currently, NOAA uses data collected from the Tropical Rainfall Measuring Mission (TRMM) satellite that was launched in 1997 by NASA in cooperation with the Japan Aerospace Exploration Agency. NASA is now making plans to launch the Global Precipitation Measurement (GPM) mission in 2013 to succeed TRMM, which was originally intended as a 3 to 5 year mission but has enough fuel to orbit until 2012. The GPM mission consists of a "core" research satellite flying with other "constellation" satellites to provide global precipitation data products at three-hour intervals. This book is the second in a 2-part series from the National Research Council on the future of rainfall measuring missions. The book recommends that NOAA begin its GPM mission preparations as soon as possible and that NOAA develop a strategic plan for the mission using TRMM experience as a guide. The first book in the series, Assessment of the Benefits of Extending the Tropical Rainfall Measuring Mission (December 2004), recommended that the TRMM mission be extended as long as possible because of the quality, uniqueness, and many uses of its data. NASA has officially extended the TRMM mission until 2009.

Book excerpt: The Panel on Estimates of Poverty for Small Geographic Areas was established by the Committee on National Statistics at the National Research Council in response to the Improving America's Schools Act of 1994. That act charged the U.S. Census Bureau to produce updated estimates of poor school-age children every two years for the nation's more than 3,000 counties and 14,000 school districts. The act also charged the panel with determining the appropriateness and reliability of the Bureau's estimates for use in the allocation of more than $7 billion of Title I funds each year for educationally disadvantaged children. The panel's charge was both a major one and one with immovable deadlines. The panel had to evaluate the Census Bureau's work on a very tight schedule in order to meet legal requirements for allocation of Title I funds. As it turned out, the panel produced three interim reports: the first one evaluated county-level estimates of poor school-age children in 1993, the second one assessed a revised set of 1993 county estimates; and the third one covered both county- and school district-level estimates of poor school-age children in 1995. This volume combines and updates these three reports into a single reference volume.

Book excerpt: The U.S. Department of Education uses estimates of school-age children in poverty to allocate federal funds under Title I of the Elementary and Secondary Education Act for education programs to aid disadvantaged children. Historically, the allocations have been made by a two-stage process: the department's role has been to allocate Title I funds to counties; the states have then distributed these funds to school districts. Until recently, the department has based the county allocations on the numbers and proportions of poor school-age children in each county from the most recent decennial census. States have used several different data sources, such as the decennial census and the National School Lunch Program, to distribute the department's county allocations to districts. In 1994 Congress authorized the Bureau of the Census to provide updated estimates of poor school-age children every 2 years, to begin in 1996 with estimates for counties and in 1998 with estimates for school districts. The Department of Education is to use the school district estimates to allocate Title I basic and concentration grants directly to districts for the 1999-2000 and later school years, unless the Secretaries of Education and Commerce determine that they are "inappropriate or unreliable" on the basis of a study by the National Research Council. That study is being carried out by the Committee on National Statistics' Panel on Estimates of Poverty for Small Geographic Areas.
