Book excerpt: This report presents the results of the evaluation of the project “Creating peaceful societies through women’s improved access to management of natural resources, land tenure rights and economic empowerment in Sierra Leone” (UNJP/SIL/050/PBF), jointly implemented by FAO and ILO between 2019 and 2020. The project aimed at addressing the two underlying causes of conflicts in Sierra Leone - gender discrimination and fragmented land governance - by focusing on: i) more effective and gender-inclusive land tenure governance; and ii) women’s economic empowerment through skills, knowledge, gender-sensitive financial services and organizational capacity. The project was clearly appropriate and strategic to the main peacebuilding goals and challenges in Sierra Leone. It was also clear that the project has successfully created a momentum for women and their communities at large to more confidently address conflict issues in the future. Women’s participation in design and management of income-generating economic activities was particularly successful. The evaluation makes a number of recommendations, including a follow-up of the livelihood component. Scale-up and sustainability should be the next steps for widespread mapping of family-owned lands. Providing a lighter version of the mapping software (SOLA) would help in this regard, and it could also sustain mapping at the community level after project closure.

This database is unique in that it presents consistent and comparable information on the contribution of the SME sector to total employment and GDP across different countries. The dataset improves on existing publicly available datasets on several grounds. First, it extends coverage to a broader set of developing and industrial economies. Second, it provides information on the contribution of the SME sector using a uniform definition of SMEs across different countries, allowing for consistent cross-country comparisons. Third, while we follow the traditional definition of the SME sector as being part of the formal sector, the new database also includes the size of the SME sector relative to the informal sector. This paper describes the sources and the construction of the different indicators, presents descriptive statistics, and explores correlations with other socioeconomic variables. This paper--a product of Finance, Development Research Group--is part of a larger effort in the group to study SME-related issues.

Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Third, that governance should be not only enhanced through ensuring adequate capacity but also constantly monitored, and it should be a permanent phenomenon. The need to strengthen links between and among the government, civil society, and the private sector cannot be overemphasized; this is necessary to ensure the dynamism that should characterize a good governance environment. This environment should include a new Sierra Leonean psyche: that of the interests of the state first, anchored in attitudinal and behavioral change. In this book, the author also attempts to determine how far Sierra Leone has gone in its practice of democratic good governance and the challenges it is facing in trying to do so. He also makes recommendations on how these challenges could be surmounted.

The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.
