Available in PDF, EPUB and Kindle. Book excerpt: Although the Soviet Union's centrally planned economic system played a significant role in world economic growth and modernization, it ultimately failed to compete with market forms of economic organization. Despite unavailing efforts at reform, it has now been abandoned, as the republics of the former USSR move painfully toward the market. Robert W. Campbell, one of the most respected U.S. specialists on the economy of the former Soviet Union, probes the evolution, behavior, and fatal weaknesses of the Soviet administrative-command economy. His essays cover a broad set of perspectives--theoretical interpretation of the Soviet-type economy and the growth model that went with it, concrete analyses of individual sections and functions, evaluation of the microeconomics of Soviet decision making, and descriptions of attempts at institutional and doctrinal reforms. They provide instructive background on some of the biggest problems now facing the Commonwealth of Independent States, such as the monetary and fiscal collapse engendered by reform, the looming fuel and energy disaster, and the seemingly intractable task of transforming the military-industrial complex and integrating its resources into the civilian economy. Robert W. Campbell's outstanding work provides an indispensable resource for understanding what the Soviet economic system was and the problems it faced in the transition to the market model.

Book excerpt: There has been explosive progress in the economic theory of uncertainty and information in the past few decades. This subject is now taught not only in departments of economics but also in professional schools and programs oriented toward business, government and administration, and public policy. This book attempts to unify the subject matter in a simple, accessible manner. Part I of the book focuses on the economics of uncertainty; Part II examines the economics of information. This revised and updated second edition places a greater focus on game theory. New topics include posted-price markets, mechanism design, common-value auctions, and the one-shot deviation principle for repeated games.

Book excerpt: This volume examines the impact on economic performance of structural policies-policies that increase the role of market forces and competition in the economy, while maintaining appropriate regulatory frameworks. The results reflect a new dataset covering reforms of domestic product markets, international trade, the domestic financial sector, and the external capital account, in 91 developed and developing countries. Among the key results of this study, the authors find that real and financial reforms (and, in particular, domestic financial liberalization, trade liberalization, and agricultural liberalization) boost income growth. However, growth effects differ significantly across alternative reform sequencing strategies: a trade-before-capital-account strategy achieves better outcomes than the reverse, or even than a "big bang"; also, liberalizing the domestic financial sector together with the external capital account is growth-enhancing, provided the economy is relatively open to international trade. Finally, relatively liberalized domestic financial sectors enhance the economy's resilience, reducing output costs from adverse terms-of-trade and interest-rate shocks; increased credit availability is one of the key mechanisms.

Book excerpt: Describing approximately 1,000 books published between 1986 and late 1993, this work provides readers with a selective guide to English-language publications on the subject of Eastern Europe. It covers general studies of the area as well as works on the individual countries of Albania, Bulgaria, the former Czechoslovakia, the former German Democratic Republic (East Germany), Hungary, Poland, Romania, and the former Yugoslavia. In addition to bibliographic and descriptive information, the authors also include citations to book reviews. A companion to their Russia and the Former Soviet Union (Libraries Unlimited, 1994), this volume also focuses on the social sciences and the humanities. As interest about this part of the world continues to build and English-language publications about it proliferate, Burger and Sullivan's guide is a pertinent addition to academic and public library collections.

Book excerpt: Touted as one of the main engineers of Singapore's economic growth, Dr Goh's collection of writings and speeches seek to shed light on the various challenges that China faced in the early 90s. His arguments and analyses were presented clearly and concisely while being firmly established upon economic principles. Covering a broad range of topics from the growth of industries and enterprises to financial reforms and the difficulties of doing business in China, this collection provides a comprehensive view of problems the Chinese government faced while providing possible solutions. Despite being written two decades ago, the issues raised in these papers and speeches are uncannily relevant to the issues that the current Chinese government faces today.

Available in PDF, EPUB and Kindle. Book excerpt: At the height of the Great Depression a number of leading U.S. economists advanced a proposal for monetary reform that became known as the Chicago Plan. It envisaged the separation of the monetary and credit functions of the banking system, by requiring 100% reserve backing for deposits. Irving Fisher (1936) claimed the following advantages for this plan: (1) Much better control of a major source of business cycle fluctuations, sudden increases and contractions of bank credit and of the supply of bank-created money. (2) Complete elimination of bank runs. (3) Dramatic reduction of the (net) public debt. (4) Dramatic reduction of private debt, as money creation no longer requires simultaneous debt creation. We study these claims by embedding a comprehensive and carefully calibrated model of the banking system in a DSGE model of the U.S. economy. We find support for all four of Fisher's claims. Furthermore, output gains approach 10 percent, and steady state inflation can drop to zero without posing problems for the conduct of monetary policy.

Available in PDF, EPUB and Kindle. Book excerpt: Adam Smith, asserting the common humanity of the street porter and the philosopher, articulated the classical economists' model of social interactions as exchanges among equals. This model had largely fallen out of favor until, recently, a number of scholars in the avant-garde of economic thought rediscovered it and rechristened it "analytical egalitarianism." In this volume, Sandra J. Peart and David M. Levy bring together an impressive array of authors to explore the ramifications of this analytical ideal and to discuss the ways in which an egalitarian theory of individuality can enable economists to reconcile ideas from opposite ends of the political spectrum. "The analytical egalitarianism project that Peart and Levy have advanced has come to occupy a prominent place in the current agenda of historians of economic thought." ---Ross Emmett, Associate Professor of Economics and Co-Director of the Michigan Center for Innovation and Economic Prosperity, Michigan State University "These essays and dialogs from the Summer Institute would make Adam Smith, economist and moral philosopher, proud." ---J.
