Now if unformalized knowledge is communicated personally, distance will be an important variable in this process, since the intensity of contacts between persons can be expected to be negatively correlated to the distance between them. In the discussion of section 3.3.1 (page 42) we saw that it was this aspect of localization that Marshall had in mind when he was alluding to "local trade secrets".4 Note that if this spatial dimension of communication between agents exists, it is possible to transfer it to regional aggregates of agents: the closer two regions, the more they will be able to profit from the respective pool of human capital (R&D-output etc.) of the other region. This argument gives a spatial 5 interpretation of the literature on endogenous growth. Now if these spillovers have a spatial dimension then it follows from the discussion in chapter 3 that they will be one driving force in the dynamics of agglomeration. With the model to be developed in this chapter I will investigate the hy pothesis that it is these forces of agglomeration (i.e. spatial spillovers of nonrival goods or foctors) that are responsible for the inhomogeneous pattern of growth con vergence. To analyze this phenomenon, I consider different types of regional aggregates and different distances in the model.

The book concludes by considering the policy implications of these fmdings for both private finns and state governments. Book excerpt: This book describes various methods of analysis for ascertaining the effects of agglomeration economies, which are important for formulating regional economic policies. Specifically, it describes new analytical approaches using productivity and productive efficiency analyses as methods for understanding agglomeration economies. Additionally, the book provides application results for Japanese regions and proposes desirable regional policies. According to the new analytical methods advocated in this book, agglomeration economies are larger in major metropolitan areas than in local regions, and in the manufacturing sector than in the non-manufacturing sector. These results are consistent with general knowledge. Moreover, the majority of productivity growth pertaining to regional economies is explainable by improvements to accessibility. Improving accessibility for regions reduces transportation costs between them and strengthens agglomeration economies, which, in turn, enable the sustainable development of regional economies. Therefore, this book highlights the need not only to reinforce existing agglomeration areas, but also to form a network between these agglomerations and to strengthen it, so as to realize regional economic growth despite a decreasing population.

Book excerpt: Economic restructuring has been a notable feature of so-called mature industrial economies such as the UK and Australia in the last two decades, with deregulation, privatisation, technological change and globalisation combining to reshape such economies. Some industries have grown, while others have declined. Moreover, while overall employment in the UK and Australia has grown, many newly-created positions require skills not found in the industries shedding labour, or are in casualised and low paid occupations. Many lesser-skilled workers leaving declining industries are therefore at risk of long-term unemployment or leaving the workforce entirely. Both mental and physical health can be affected after redundancy. It is therefore crucial that the measures put in place in many domains of social policy (such as formal health policy, employment assistance, community development, housing assistance and so on) to adequately address the difficulties confronting this group. This volume takes a closer look at the impact of manufacturing - notably automotive - plant closures in the UK (Birmingham) and Australia (Adelaide) in recent years and policy responses to those closures. It attempts to tease out differences in policy response and effectiveness, and attempts to identify areas where policy could be made to work better in terms of adjusting to large scale manufacturing change and resulting job losses. In so doing, it begins, for the first time we believe, to take a comparative approach to understanding the impact of plant closures and policy responses.
