A well-performing education system is central to achieving inclusive development - but the challenge of improving educational outcomes has proven to be unexpectedly difficult. Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.

In The limits of Law, Yale law professor Peter H, Schuck draws on law, social science, and history to explore this momentous clash between law’s compelling promise of ordered liberty and the realistic limits of its capacity to deliver on this promise. Schuck first discusses the constraints within which law must work–law’s own complexity, the cultural chasms it must bridge, and the social diversity it must accommodate–and proceeds to consider the ways law uses regulatory, legislative, and adjudicatory processes to influence social behavior. He shows how politics shapes regulation, how regulation might incorporate individualized equity, and how it can best be reformed. Turning to legislation, he justifies a strong role for special interest groups, dissects purely symbolic statutes, and defends broad delegations of legislative power to regulatory agencies. Concerning adjudication, Schuck analyzes the courts’ efforts to advance social justice by controlling federal agencies, constitutionalizing politics, managing mass toxic tort disputes, and reforming public services and institutions. His concluding chapter draws together some general lessons about law’s limits and possibilities for improving democratic governance.

Book excerpt: Our human capacity for planning agency plays central roles in the cross-temporal organization of our agency, in our acting and thinking together (both at a time and over time), and in our self-governance (both at a time and over time). Intentions can be understood as states in such a planning system. The practical thinking at the bottom of this planning capacity is guided by norms that enjoin synchronic plan consistency and means-end coherence as well as forms of plan stability over time. The essays in this book aim to deepen our understanding of these norms and to defend their status as norms of practical rationality for planning agents. The general guidance by these planning norms has many pragmatic benefits, especially given our cognitive and epistemic limits. But appeal to these general pragmatic benefits does not fully explain the normative force of these norms in the particular case. In response to this challenge some think these norms are, at bottom, norms of theoretical rationality on one's beliefs; some think these norms are constitutive of intentional agency; some think they are norms of interpretation; and some think the idea of such norms of practical rationality is a myth. These essays chart an alternative path. This path sees these planning norms as tracking conditions of a planning agent's self-governance, both at a time and over time. It seeks associated models of such self-governance. And it appeals to the idea that the end of one's self-governance over time, while not essential to intentional agency per se, is, within the planning framework, rationally self-sustaining and a keystone of a rationally stable reflective equilibrium that involves the norms of plan rationality. This end is thereby in a position to play a role in our planning framework that parallels the role of a concern with quality of will within the framework of the reactive emotions, as understood by Peter Strawson.

The first two essays study the role of population size, and population concentration around the capital, and the third deals with incentives for corruption in the form of political instability. The first essay models the existence of a size effect in the political economy of redistribution, particularly in the presence of different channels of popular request for redistribution, e.g. "institutional" channels and "revolutions". Suggesting that staging a viable revolution attempt depends on the number of people taking part in it, the theory predicts that there is a negative relationship between population size and density and post-tax inequality in non-democracies. These predictions are brought under extensive empirical scrutiny in a cross-country context, and the data robustly confirm these patterns of inequality, population, and the interaction with democracy.

Criticism of globalization is generally arranged into three camps: political, economic and cultural. Political critics point to the status of the small state and conclude either that it is in retreat, or that the state has reconstituted itself to confront the challenges posed by globalization, thereby transforming itself into a "competition state." Economic critics hold that globalization is nothing new, that international transactions are in the logic of capitalism and that the trade along the silk route goes back centuries. Cultural critics protest that globalization is taking us headlong into the "homogenization of the world." Others warn of new fault lines that would lead to "a clash of civilizations" and international conflicts along those lines. Others lament that cultural globalization will end with the Americanization of the world. This collection of essays, like the debates themselves, is divided into three parts. The first section focuses on the political aspects of globalization.
