Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Book excerpt: In The Absent Dialogue, Anit Mukherjee examines the relations between politicians, bureaucrats, and the military in India and argues that the pattern of civil-military relations in India hampers the effectiveness of the Indian military. Informed by more than a hundred and fifty interviews with high ranking officials, as well as archival material, this book sheds new light on both India's political and military history, as well as democratic civilian control and military effectiveness more generally.

Book excerpt: This original look at the dynamics of international relations untangles the vigorous interaction of domestic and international politics on subjects as diverse as nuclear disarmament, human rights, and trade. An eminent group of political scientists demonstrates how international bargaining that reflects domestic political agendas can be undone when it ignores the influence of domestic constituencies. The eleven studies in Double-Edged Diplomacy provide a major step in furthering a more complete understanding of how politics between nations affects politics within nations and vice versa. The result is a striking new paradigm for comprehending world events at a time when the global and the domestic are becoming ever more linked. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of International Relations offers the most authoritative and comprehensive overview to date of the field of international relations. Arguably the most impressive collection of international relations scholars ever brought together within one volume, the Handbook debates the nature of the field itself, critically engages with the major theories, surveys a wide spectrum of methods, addresses the relationship between scholarship and policy making, and examines the field's relation with cognate disciplines. The Handbook takes as its central themes the interaction between empirical and normative inquiry that permeates all theorizing in the field and the way in which contending approaches have shaped one another. In doing so, the Handbook provides an authoritative and critical introduction to the subject and establishes a sense of the field as a dynamic realm of argument and inquiry. The Oxford Handbook of International Relations will be essential reading for all of those interested in the advanced study of global politics and international affairs.

Available in PDF, EPUB and Kindle. Book excerpt: While the president is the commander in chief, the US Congress plays a critical and underappreciated role in civil-military relations—the relationship between the armed forces and the civilian leadership that commands it. This unique book edited by Colton C. Campbell and David P. Auerswald will help readers better understand the role of Congress in military affairs and national and international security policy. Contributors include the most experienced scholars in the field as well as practitioners and innovative new voices, all delving into the ways Congress attempts to direct the military. This book explores four tools in particular that play a key role in congressional action: the selection of military officers, delegation of authority to the military, oversight of the military branches, and the establishment of incentives—both positive and negative—to encourage appropriate military behavior. The contributors explore the obstacles and pressures faced by legislators including the necessity of balancing national concerns and local interests, partisan and intraparty differences, budgetary constraints, the military's traditional resistance to change, and an ongoing lack of foreign policy consensus at the national level. Yet, despite the considerable barriers, Congress influences policy on everything from closing bases to drone warfare to acquisitions. A groundbreaking study, Congress and Civil-Military Relations points the way forward in analyzing an overlooked yet fundamental government relationship.

Book excerpt: This three-volume study examines the questions raised by the performance of the military institutions of France, Germany, Russia, the United States, Great Britain, Japan, and Italy in the period from 1914 to 1945. Leading military historians deal with the different national approaches to war and military power at the tactical, operational, strategic, and political levels. They form the basis for a fundamental re-examination of how military organizations have performed in the first half of the twentieth century. Volume 3 covers World War II. Volumes 1 and 2 address address World War I and the interwar period, respectively. Now in a new edition, with a new introduction by the editors, these classic volumes will remain invaluable for military historians and social scientists in their examination of national security and military issues. They will also be essential reading for future military leaders at Staff and War Colleges.
