Book excerpt: In recent years, many countries have engaged in decentralisation/regionalisation policies of their administrative and political structures as well as their economic and social actions. This evolution tends to redefine the space and the modes of interaction among the institutions in charge of innovation, and therefore tends to create an overlapping of different spatial levels in the determination and evolution of the institutional frameworks within which innovation policies are designed and implemented. In this context, the region appears to be a privileged space for targeting innovation policies. However, while this trend is today well documented in many works, it is still to be demonstrated that the regional space is the relevant scale for organising innovation dynamics and policies. Based on the French case, this article aims at reflecting on this phenomenon by identifying the factors susceptible to favouring (or, conversely, inhibiting) the efficiency of the innovation policies engaged at the regional level, especially as regarding the funding mechanisms and channels of innovation projects. Depuis quelques annees, la plupart des pays ont mis en œuvre des politiques de decentralisation/regionalisation de leurs structures politiques et administratives et de leurs actions economiques et sociales. Ce mouvement tend a redefinir l'espace et les modes d'interaction des institutions en charge de l'innovation, et, partant, à imbriquer différents niveaux spatiaux dans la determination et l'evolution des cadres institutionnels au sein desquels prennent place les politiques. Dans ce contexte, la région a vocation a devenir un espace privilegie en tant que cible des politiques d'innovation. De nombreux travaux mettent d'ailleurs bien en evidence la place toujours plus importante des politiques regionales dans la gestion des dynamiques d'innovation. Il reste cependant à demontrer la pertinence de l'espace regional comme echelle spatiale cle pour asseoir les politiques d'innovation. Se basant sur le cas français, cet article vise à rendre compte de ce phenomène en tentant d'isoler les facteurs susceptibles d'accompagner efficacement (ou au contraire d'inhiber) les politiques d'innovation engagees au niveau regional, en particulier au niveau des processus et outils de financement des projets innovants.
