Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Charges may then be brought against them, provided evidence supports this course of action. But if imprisoned, an informer no longer has access to the time-sensitive, potentially life-saving intelligence they once had. There is therefore a tension between continuing to use an informer to provide intelligence on terrorism and upholding the law. This tension is at the heart of this book. Terrorist Informers in Northern Ireland analyses prominent terrorist informers such as Agent Stakeknife, and lesser-known examples, who collectively were active throughout Northern Ireland from the 1970s to the present. It looks at both those involved with republican groups and with loyalist groups, and also those working for the police, the armed forces, and MI5. Valuable pieces of the puzzle are unearthed in sources such as court judgments, official reports, and in interviews conducted by the author. The book also analyses the way successive governments, the police, the armed forces, and MI5 have addressed the regulation of terrorist informers' involvement in criminality, as well as allegations of 'collusion' between informers on one hand and the security and intelligence agencies on the other. Accordingly, the book also assesses the varied retrospective investigations into the use of terrorist informers, and therefore the competing needs for secrecy and transparency. As Samantha Newbery's research here shows, although there is a tension between intelligence and the law, this can be successfully navigated.

The core message is, notwithstanding the broad range of regulatory initiatives and actors that exist in conflict-affected settings, the state should assume responsibilities for defining the types of contribution that business can and ought to make to peace. It also demonstrates how the state, through different forms and methods of regulation, is well-placed to engage businesses to do so. It is particularly concerned with the potential for regulation to help address what is identified as a state of optimistic uncertainty in the field of business and peacebuilding. On one level, there is a sense of optimism around the types of contributions that businesses can and often do make as agents for peace. On another, there are varying degrees of uncertainty surrounding the actual peacebuilding impacts of business activities; how businesses are to understand the ways in which to make these contributions, and why businesses would do so. Regulation, this book will argue, can play an important role in bridging the chasm between optimism and uncertainty. This book will be of interest to those engaged not only with business and peacebuilding but also business and human rights, business and development and business and the environment. Moreover, this book is also of contemporary interest in other ways – the aftermath of the Ukranian conflict, as an example, will require a concerted effort to rebuild that society after war. Private sector actors could be a powerful vehicle for reconstruction and development and this book examines how regulation can be used to facilitate businesses involvement in peacebuilding efforts.
