Book excerpt: "Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.

Book excerpt: Mainstreaming Equality in the European Union provides a critical overview and evaluation of the potential role of the EU in perpetuating or breaking down gender segregation in the EU labour force. Teresa Rees draws upon feminist theoretical frameworks in assessing Equal Opportunitues policies and the role of training in the labour market. The same economic imperatives which put women's training on the agenda have heightened interest in designing training which attracts women into mainstream provision. Mainstreaming Equality in the European Union addresses the urgent need for academics, education and training providers, as well as policy makers to be aware of current thinking at EU level on training policy.

Book excerpt: The advance of women through the political system has been one of the most significant developments of the second half of the twentieth century. For the first time we have seen women Prime Ministers and Presidents in Europe. Women and Political Power examines the extent of progress women have made in ten western European countries, and looks at the factors which have helped, or hindered, their greater involvement in the political process. This book not only explores fascinating contrasts between northern and southern European countries, it also reveals the strong similarities in all countries. It highlights, in particular, the continuing absence of women from leadership positions, and the concentration of women on committees dealing with social and welfare issues.

Book excerpt: The representation of women in parliament is a subject of extensive research and a focus for political action in the last decade. The wide variation in women's parliamentary presence contradicts the expectation that established or consolidated democracies are more supportive of the presence of women in political life than emerging democracies. This volume explains this variation through a series of closely investigated case studies from the post-Communist transition democracies of Eastern Europe and emerging democracies in Asia and the Middle East to the long-established liberal democratic states. The volume examines the history of women's legislative involvement, clearly addressing the issue of equal opportunities for women in political life on a cross-national basis. It also identifies innovative solutions to redress the power-sharing balance between women and men. Offering a unique comparative perspective, Sharing Power will appeal to students and scholars of politics, women's studies, history and legislative studies.

Book excerpt: Policy-makers are concerned with facilitating labour mobility in the EU. In the 1990s, take-up of employment in other EU countries has remained small. This seminal work looks at the obstacles faced by women in the nursing and banking professions when they migrate between member states. Basing her analysis on the personal accounts of migrants, and discussions with colleagues and regulatory bodies in Britain, Germany and Spain, the author sheds light on one of the major challenges confronting the EU.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2005. The primary focus of this work is the relationship between family, work and the welfare system. Focusing on Denmark, Sweden, Germany, France and the United Kingdom, the study draws comparisons between societies which represent different types of welfare mix between state, market and civil society. Three important issues in the transformation of the European welfare state systems are considered: The conditions for social citizenship in European welfare states and how they have changed in relation to family and work; Changes in the provision of social welfare and how they have affected the interrelationship between the welfare state, the market and civil society; The impacts of constraints on public expenditure and the financing of the welfare state. The authors discuss the question of whether the welfare states of these countries have profoundly changed over the last ten to fifteen years and examine how this might provide insights into the contemporary welfare state. The framework developed by the authors can be applied in other specific areas of the development and transformation of welfare states.

By specifically regarding the prevention and elimination of all forms of Violence Against Women, the book focuses on two European Mediterranean countries: Italy and Spain. The book first considers the chronological description and analysis of the main international documents, those belonging to the United Nations apparatus, followed by the analysis of the sources on Gender-Based Violence Against Women (GBVAW) of the Council of Europe and the European Union. The analysis of international documents guarantees an initial overview of the debate on GBVAW, following a top-down approach, from the UN to the national level. Successively, the focus is on both national sources as well as the level of government responsiveness in terms of policies on GBVAW in Italy and Spain, while also comparing the cases. The book adopts multimethod research based on qualitative text analysis; an examination of the level of national Government Responsiveness to GBVAW, and a series of in-depth interviews with targeted individuals. The final aim of this book is to understand how international (UN) and regional (CoE, EU) documents on GBVAW, along with the categories and expressions used within the documents, have contributed to different policies in countering GBVAW in Italy and Spain, while also highlighting the reasons why the two countries responded differently. Within a comprehensive international scenario, this book intends to create space for debate on possible future EU policies aimed at contrasting GBVAW.

Available in PDF, EPUB and Kindle. Book excerpt: Gender impact assessment has been both celebrated as a beacon of hope for the cause of gender equality and criticised as being ineffectual. More than 20 years of gender mainstreaming have demonstrated that equality governance with and through impact assessment is an intersectional and still evolving process. Arn T. Sauer's study examines the instruments of gendered policy analysis and the conditions under which they are being used by the Canadian federal government and the European Commission. Interviews with experts from public administration and instrument designers as well as document analyses reveal benefits and challenges and show that the success of equality governance depends upon whether knowledge about gendered policy and appropriate administrative practices are embedded, embodied and entrenched in public administration.
