Abstract: Abstract of thesis entitled Environmentally Friendly Transport System in Hong Kong submitted by Mak Miu Ho for the degree of Master in Transport Policy & Planning at the University of Hong Kong in June 2005. Transport pollution has been identified in society by air quality figures provided by the Environmental Protection Department. Although the figures show that our air quality is improving, it still remains at an unacceptable level, compared to World Health Organisation standards. Various pollution sources have been defined in the study, which stem from our comprehensive transport network. The growing demand of travel is the major factor, and is largely due to the increasing population in the city. Put simply, more people generate higher demand. Transport plans and Policies have been addressed in "Third Comprehensive Transport Study" (1999) and "Hong Kong Moving Ahead" (1999) respectively. But it will take time to see the results. Unfortunately, the Hong Kong government is attempting to alleviate the pollution problem by focusing on measures to reduce emissions. Measures to restrict current traffic volume are vital in working towards an environmentally friendly transport system in the short-term. An Electronic Road Pricing (ERP) Scheme has been adopted in various countries around the world in order to alleviate traffic congestion and/or pollution. In fact, traffic congestion is a major factor of pollution, as it generates toxic gases (exhaust emissions) into the environment. A mini-survey was conducted in Causeway Bay in order to gauge the public's view in implementing ERP in the district, based on an environmental protection concept - "Environmental" Road Pricing. The acceptability of ERP - with a reduction in emissions brought about by a reduced traffic volume - remains high among the participants and hence the general public. Most believed ERP would work to alleviate pollution to a certain level. Further action is needed from the government to promote such a scheme in the city. To effectively work towards an environmentally friendly transport system in Hong Kong, both long-term policies and short-term measures are essential. Together, such policies would create a synergistic effect, and therefore an increased positive impact on the environment.
