Book excerpt: The National Polar-orbiting Operational Environmental Satellite System (NPOESS) is a tri-agency acquisition--managed by the Departments of Commerce and Defense and the National Aeronautics and Space Administration--which experienced escalating costs, schedule delays, and technical difficulties. These factors led to a June 2006 decision to restructure the program thereby decreasing the program's complexity, increasing its estimated cost to $12.5 billion, and delaying the first two satellites by 3 to 5 years. GAO was asked to (1) assess progress in restructuring the acquisition, (2) evaluate progress in establishing an effective management structure, (3) assess the reliability of the cost ...

Download or read book Environmental Satellites: Strategy Needed to Sustain Critical Climate and Space Weather Measurements written by David A. Powner and published by DIANE Publishing. This book was released on 2010-11 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental satellites provide data that are used for forecasting the weather, measuring variations in climate over time, and predicting space weather. In planning for the next generation of these satellites, federal agencies originally sought to fulfill weather, climate, and space weather requirements. However, in 2006, federal agencies restructured two key satellite acquisitions. This involved removing key climate and space weather instruments. This report: (1) assessed plans for restoring the capabilities that were removed from the two key satellite acquisitions; and (2) evaluated federal efforts to establish a strategy for the long-term provision of satellite-provided space weather, and climate data. Charts and tables.

Book excerpt: DoD invests heavily in space assets to provide the warfighter with intelligence, navigation, and other info. critical to conducting military operations. Despite a substantial investment, senior military commanders have reported shortfalls in tactical space capabilities in each recent major conflict over the past decade. To provide short-term tactical capabilities as well as identify and implement long-term solutions to developing low cost satellites, DoD initiated operationally responsive space (ORS). Following a 2006 review of ORS, the Congress directed DoD to submit a report that sets forth a plan for providing quick acquisition of low cost space capabilities. This report focuses on the status of DoD¿s progress in responding to the Congress. Illustrations.

Available in PDF, EPUB and Kindle. Book excerpt: In the 8 years since a contract was awarded, the National Polar-Orbiting Operational Environ. Satellite System (NPOESS) -- a tri-agency program managed by NOAA, DoD, and NASA -- has experienced escalating costs, schedule delays, and ineffective interagency mgmt. The launch date for a demo. satellite has been delayed by 5 years and the cost estimate for the program has more than doubled. In Feb. 2010, NPOESS was disbanded, and, instead, the agencies have undertaken separate acquisitions. This report: (1) assessed efforts to establish separate satellite programs; (2) evaluated the status and risks of the NPOESS components still under development; and (3) evaluated the implications of using the demo. satellite's data operationally. This book was released on 2017-08-05 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: " Each year, the DOD spends billions on large space acquisition programs, which have in the past experienced cost and schedule overruns and increased technical risk. At present, though, the worst of these problems may be over, and programs long troubled are finally being launched. Challenges persist, but they are less significant than they were. With today's fiscal constraints, however, DOD must find ways to keep its new major space acquisitions on track, as operating in space is expensive and DOD is still replenishing legacy programs like missile warning, protected communications, and environmental monitoring. Significant barriers exist to ensuring such investments are optimized. To address the progress DOD has made this year, this testimony will focus on (1) the current status of space system acquisitions; (2) results of GAO's space-related reviews this past year; (3) actions taken to address DOD space acquisition problems; and (4) remaining challenges that stand in the way of DOD fully realizing the benefits of satellite acquisition improvements. This testimony is based on previously issued GAO products as well as analysis of DOD funding estimates. GAO does not make recommendations in this testimony. However, in previous reports GAO has generally recommended that DOD adopt best practices for developing space systems such as separating technology development from product"
