Book excerpt: The Environmental Public Awareness Handbook was published in 1999 and features the case studies and lessons learned by UNDP's Mongolian Environmental Public Awareness Programme (EPAP). The handbook draws on the close to 100 small environmental projects the Programme oversaw during a two-year period. These projects stretched across Mongolia, and operated in a time of great upheaval and social, economic and environmental distress. The handbook is intended for training purposes and the practice of public participation in environmental protection. In its 2007 Needs Assessment, the Government of Mongolia found the EPAP projects "had a wide impact on limiting many environmental problems. Successful projects such as the Dutch/UNDP funded Environmental Awareness Project (EPAP), which was actually a multitude of small pilot projects (most costing less than $5,000 each) which taught local populations easily and efficiently different ways of living and working that are low-impact on the environment."

Book excerpt: This book provides an overview of facts, theories and methods from hydrology, geology, geophysics, law, ethics, economics, ecology, engineering, sociology, diplomacy and many other disciplines with relevance for concepts and practice of water resources management. It provides comprehensive, but also critical reading material for all communities involved in the ongoing water discourses and debates. The book refers to case studies in the form of boxes, sections, or as entire chapters. They illustrate success stories, but also lessons to be remembered, to avoid repeating the same mistakes. Based on consolidated state-of-the-art knowledge, it has been conceived and written to attract a multidisciplinary audience. The aim of this handbook is to facilitate understanding between the participants of the international water discourse and multi-level decision making processes. Knowing more about water, but also about concepts, methods and aspirations of different professional, disciplinary communities and stakeholders professionalizes the debate and enhances the decision making.

Available in PDF, EPUB and Kindle. Book excerpt: The aim of this book is to describe what is currently occurring in the Mongolian grasslands, to analyze how various factors creating environmental problems interact, and to suggest solutions for sustainable management of the grasslands. The book has three parts. Part I is an introduction, explaining the key concept of an ecosystem network and providing background information on the general features of Mongolian nomadic pastoralism as well as distribution of vegetation in Mongolian grasslands. Part II describes the effects of natural environmental factors and nomadic activities on grassland conditions. Water dynamics that maintain the grassland system are analyzed in a steppe region with shrubs and in a forest-steppe region with trees. Part III describes the effects of economic and social factors on land-use and the livelihood of herders. As nomadic people moved closer to large cities for economic advantage in the 1990s, degradation of pastures by overgrazing resulted. Finally, the impacts of global warming and globalization on the Mongolian society and ecosystem are examined. This book analyzes environmental problems in Mongolian grasslands, but the contents contribute to consideration of environmental problems and sustainable pasture use in grassland areas worldwide.

Book excerpt: Emphasizes the importance of designing a well-functioning intergovernmental fiscal system for achieving the reform objectives of economies in transition. This study explores the issues involved in redesigning intergovernmental relations in Albania, Bulgaria, Hungary, Poland, Romania, the Russian Federation, and Ukraine, where extensive political and fiscal decentralization is now underway. The volume focuses on the elements of decentralization in the transitional economies that distinguish them from those in the rest of the world. The book shows that in the transition from a command to a market economy, designing a well-functioning intergovernmental fiscal system is a prerequisite for achieving other reform objectives: macroeconomic stability, private sector development, and a social safety net for those hurt by the transition. The study further demonstrates that a broader analytical framework than is conventionally involved in the study of intergovernmental finance is needed for analyzing fiscal issues in these economies.

This report was commissioned as part of a project on the effectiveness of credit policies in East Asian countries. In the Republic of Korea, the government has played a pervasive role in promoting industrialization and economic development. The report documents the use of directed credit programs and highlights what made government intervention effective: its close consultation with industry, the existence of a competitive business environment, and a strong monitoring and evaluation system. The report notes the risk-sharing arrangements developed by Korean policymakers and the flexible adaptation of directed credit programs to the changing needs of the Korean economy. The authors also emphasize the long-term costs of reliance on directed credit programs and the measures taken in recent years to redirect the programs' objectives and redress the imbalances that have arisen along Korea's path to economic development.
