Book excerpt: Pursuant to a congressional request, GAO provided information on the Department of Defense's (DOD) environmental cleanup, compliance, and technology activities. GAO found that: (1) recent DOD initiatives affecting environmental cleanup include efforts to focus funding on actual cleanup, instead of study and oversight, better target funds through the use of risk determination, and devolve the budget process to the military services; (2) DOD lacks the data it needs to manage its environmental compliance program; (3) although DOD has required the services to use an Environmental Protection Agency (EPA) classification system, DOD was unable to provide data on spending by EPA classification; and (4) DOD plans to implement an online strategic environmental technology plan that will show specific service requirements and match ongoing and planned initiatives.

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO provided information on certain aspects of the Department of Defense's (DOD) environmental compliance and cleanup activities, focusing on the: (1) extent to which DOD components are meeting requirements to provide data on the cost and status of compliance projects; and (2) relative risk characteristics DOD uses to determine priorities for site cleanup. GAO noted that: (1) not all the information that DOD, the Environmental Protection Agency (EPA), and Congress have identified as required for compliance oversight is being provided; (2) DOD components do not provide detailed expenditure data on compliance activities; (3) DOD's reports to EPA do not provide such information as whether compliance projects address existing or expected noncompliance; (4) in addition, some data in DOD's latest report to Congress were not complete or correct; (5) DOD used a relative risk site evaluation methodology in designating 4,472 of 8,534 sites as high-risk; (6) GAO's analysis of reported data on 407 high-cost sites, including 266 considered high risk, indicates that DOD includes a range of site characteristics within its high-risk category; (7) at 54 percent of the sites that were designated as high-risk, all three elements used by DOD to make priority determinations were reported present; (8) at the remaining 46 percent of the sites one or two of the elements, but not all three, were reported present; and (9) in addition, the reported levels of contamination at 58 of the 407 sites GAO analyzed were less than the standard DOD used to determine whether a site is contaminated.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Book excerpt: Marine debris from ships and other ocean-based sources-including trash and lost fishing gear-contributes to the spoiling of beaches, fouling of surface waters and the seafloor, and harm to marine animals, among other effects. Unfortunately, international conventions and domestic laws intended to control marine debris have not been successful, in part because the laws, as written, provide little incentive to change behavior. This book identifies ways to reduce waste, improve waste disposal at ports, and strengthen the regulatory framework toward a goal of zero waste discharge into the marine environment. Progress will depend on a commitment to sustained funding and appropriate institutional support. The Interagency Marine Debris Coordinating Committee should, through planning and prioritization, target research to understand the sources, fates, and impacts of marine debris. It should support the establishment of scalable and statistically rigorous protocols that allow monitoring at a variety of temporal and spatial scales. These protocols should contain evaluative metrics that allow assessment of progress in marine debris mitigation. The United States, through leadership in the international arena, should provide technical assistance and support for the establishment of additional monitoring and research programs worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: It may not be possible to deter fanatical terrorists, but members of terrorist systems may be amenable to influence. The U.S. counterterrorism strategy should therefore include political warfare, placing at risk things the terrorists hold dear, a credible threat of force against states or groups that support acquisition of weapons of mass destruction, and maintaining cooperation with other nations engaged in the war on terror, while also preserving core American values.
