Beolorussia and the Ukraine had, as a result of the Chernobyl accident, been declared ecological disaster zones and across the country as a whole as many as 20 per cent of the population lived in environmental danger areas and another 35-40 per cent in unsatisfactory conditions. According to a Supreme Soviet Environment Committee report of 1989, 80% of all illness in the USSR related either directly or indirectly to environmental problems. New concerns, however, have become apparent in recent literature, statutes, and decrees. The central themes of the book are the increasingly centralized nature of the policymaking process in the USSR and Eastern Europe and the marked tendency to rely on law as a principal mechanism for managing the undesirable consequences of scientific and technological progress. The authors also assess the impact of the scientific-technical revolution on Soviet-East European relations and East-West relations, emphasizing the foreign policy consequences of increased financial and technological interdependence. In many of these places, severe poverty was endemic in the years before Communist authorities came to power. Communist governments claim to have a special understanding into and effectiveness in dealing with problems of poverty. Marxist-Leninist rulers have been in power for nearly thirty years in Cuba, nearly forty years in China, and over sixty-five years in the Soviet Union. How do the poor fare in such places today?Western intellectuals often assume there is an inevitable tradeoff between bread and freedom under communism. What populations lose in the way of civil and political rights, they gain in social guarantees that protect them against material hardship. In The Poverty of Communism, Nick Eberstadt challenges this assumption and shatters it. Peter Murrell argues that the Schumpeterian model has far more power to answer this question than does the neoclassical theory generally used for that purpose. The neoclassical theory focuses on the absence of a price system and the inability of a centralized system to allocate resources efficiently, while the Schumpeterian model emphasizes the rigidity of institutions and policies in socialist economies and their lack of mechanisms either to create new institutions or to identify and to foster the growth of the most efficient organizations (including multinational corporations). In a work that will have profound consequences for the analysis of economic reform in socialist economies, Murrell compares the predictions of these two models against data summarizing foreign trade performance and finds the Schumpeterian model clearly superior. Combining international trade theory and econometric techniques, the author develops new methods of comparative economic analysis.
