Book excerpt: The Los Alamos National Laboratory (LANL) generates transuranic (TRU) waste in a variety of programs related to national defense. TRU waste is a specific class of radioactive waste requiring permanent isolation. Most defense-related TRU waste will be permanently disposed of in the Waste Isolation Pilot Plant (WIPP). WIPP is a deep geologic repository located in southeastern New Mexico and is now in the testing phase of development. All waste received by Wipp must conform with established Waste Acceptance Criteria (WAC). The purpose of the proposed action is to retrieve stored TRU waste and prepare the waste for shipment to and disposal WIPP. Stored TRU waste LANL is represented by four waste forms. The facilities necessary for work-off activities are tailored to the treatment and preparation of these four waste forms. Preparation activities for newly generated TRU waste are also covered by this action.

This book was released on 2002 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Supplement Analysis (SA) has been prepared to determine if the Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory (SWEIS) (DOE/EIS-0238) adequately addresses the environmental effects of a waste management proposal for installing and operating modular units for the characterization of transuranic (TRU) waste1 at the Los Alamos National Laboratory (LANL) Technical Area (TA)-54, Area G, or if the SWEIS needs to be supplemented. Council on Environmental Quality regulations at Title 40, Section 1502.9 (c) of the Code of Federal Regulations (40 CFR 1502.9[c]) require federal agencies to prepare a supplement to an EIS when an agency makes substantial changes in the proposed action that are relevant to environmental concerns or there are circumstances or information relevant to concerns and bearing on the proposed action or its impacts. This SA is prepared in accordance with Section 10 CFR 1021.314(c) of the Department of Energy's (DOE's) regulations for NEPA implementation stating that ''When it is unclear whether or not an EIS supplement is required, DOE shall prepare a Supplement Analysis.'' This SA specifically compares key impact assessment parameters of the waste management program evaluated in the SWEIS with those of a proposal that would change the approach of a portion of this management program. It also provides an explanation of any differences between the proposed action and activities described in the previous SWEIS analysis. DOE proposes to expedite the shipment of legacy TRU waste to the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. The Cerro Grande Fire in 2000 and events of September 11, 2001, have focused attention on the potential risk to the public and the credible security hazard posed by the amount of plutonium stored above ground at LANL and the increased necessity to safeguard our nation's nuclear waste. The safest place for defense-generated TRU waste has been determined to be DOE's permitted repository for TRU waste 2100 feet underground at WIPP. The proposed accelerated plan to dispose of TRU waste at WIPP would result in the complete disposition of LANL legacy TRU waste by 2010; this accelerated disposition would be 20 years ahead of schedule, at a savings of $500 million in life-cycle costs and result in 3,000 fewer shipments to WIPP. However, the current individual small facilities at LANL lack the buildings, equipment, and trained personnel to conduct efficient characterization activities on an increased scale. Installing new modular structures and equipment close to the drum storage location at TA-54 in housings designed for a large inventory and high throughput would support DOE's expedited shipment program by increasing the repackaging rate, and it would also decrease on-site transportation vulnerabilities.

Book excerpt: The world's first nuclear bomb was a developed in 1954 at a site near the town of Los Alamos, New Mexico. Designated as the Los Alamos National Laboratory (LANL) in 1981, the 40-square-mile site is today operated by Log Alamos National Security LLC under contract to the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE). Like other sites in the nation's nuclear weapons complex, the LANL site harbors a legacy of radioactive waste and environmental contamination. Radioactive materials and chemical contaminants have been detected in some portions of the groundwater beneath the site. Under authority of the U.S. Environmental Protection Agency, the State of New Mexico regulates protection of its water resources through the New Mexico Environment Department (NMED). In 1995 NMED found LANL's groundwater monitoring program to be inadequate. Consequently LANL conducted a detailed workplan to characterize the site's hydrogeology in order to develop an effective monitoring program. The study described in Plans and Practices for Groundwater Protection at the Los Alamos National Laboratory: Final Report was initially requested by NNSA, which turned to the National Academies for technical advice and recommendations regarding several aspects of LANL's groundwater protection program. The DOE Office of Environmental Management funded the study. The study came approximately at the juncture between completion of LANL's hydrogeologic workplan and initial development of a sitewide monitoring plan.

Book excerpt: Discharges of wastes from activities associated with the federal government's Los Alamos site in northern New Mexico began during the Manhattan Project in 1943. Now designated the Los Alamos National Laboratory (LANL), the site is operated under contract by the Department of Energy (DOE). Through past and ongoing investigations, radioactive and chemical contaminants have been detected in parts of the complex system of groundwater beneath the site. Since effective protection of groundwater is important for LANL's continuing operations, DOE's Office of Environmental Management requested technical advice and recommendations regarding several aspects of LANL's groundwater protection program. This interim report summarizes the committee's information-gathering activities and identifies issues within the scope of its task that have risen to the committee's attention without offering any findings or recommendations. The final report is expected to be released in May 2007 and it is the hope that results of the final study will provide guidance and impetus for dialogue and agreement among DOE, LANL, and other stakeholders on a focused, cost-effective program for protecting the groundwater in and around the site.

Book excerpt: This paper presents the status of the Los Alamos National Laboratory (LANL) project for remediation of transuranic (TRU) and TRU mixed waste from Pads 1, 2, and 4. Some of the TRU waste packages retrieved from Pad I are anticipated to be part of LANL's initial inventory to be shipped to the Waste Isolation Pilot Plant (WIPP) in April 1998. The TRU Waste Inspectable Storage Project (TWISP) was initiated in February 1993 in response to the New Mexico Environment Department's (NMED's) Consent Agreement for Compliance Order, ''New Mexico Hazardous Waste Agreement (NMHWA) 93-03.'' The TWISP involves the recovery of approximately 16,865 TRU and TRU-mixed waste containers currently under earthen cover on Pads 1, 2, and 4 at Technical Area 54, Area G, and placement of that waste into inspectable storage. All waste will be moved into inspectable storage by September 30, 2003. Waste recovery and storage operations emphasize protection of worker safety, public health, and the environment.

This book was released on 2002 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Nuclear Security Administration (NNSA) has assigned a continuing role to Los Alamos National Laboratory (LANL) in carrying out NNSA's national security mission. It is imperative that LANL continue this enduring responsibility and that NNSA adequately safeguard LANL capabilities. NNSA has identified the need to restrict vehicular access to certain areas within LANL for the purpose of permanently enhancing the physical security environment at LANL. It has also identified the need to change certain traffic flow patterns for the purpose of enhancing physical safety at LANL. The Proposed Action would include the construction of eastern and western bypass roads around the LANL Technical Area (TA) 3 area and the installation of vehicle access controls and related improvements to enhance security along Pajarito Road and in the LANL core area. This Proposed Action would modify the current roadway network and traffic patterns. It would also result in traversing Areas of Environmental Interest identified in the LANL Habitat Management Plan, demolition of part of an historic structure at Building 3-40, and traversing several potential release sites and part of the Los Alamos County landfill. The No Action Alternative was also considered. Under this alternative NNSA would not construct the eastern or western bypass roads, any access-control stations, or related improvements. Diamond Drive would continue to serve as the primary conduit for most vehicle traffic within the LANL core area regardless of actual trip destinations. The No Action Alternative does not meet NNSA's purpose and need for action. The proposed bypass road corridors traverse both developed and undeveloped areas. Several potential release sites are present. These would either be sampled and remediated in accordance with New Mexico Environment Department requirements before construction or avoided to allow for future remediation. In some cases, contaminant levels may fall below remediation thresholds and the Environmental Restoration Project would set requirements for workers. Structural bridges would be used to span canyons that are Areas of Environmental Interest because they include habitat for threatened and endangered species, or because they are 100-year floodplains or wetlands. Traffic congestion is not expected to increase once construction is completed. The Proposed Action would allow for a flexible approach to vehicle access controls in response to security conditions. Traffic safety within LANL would improve because access control would screen out drivers without a need to be in the LANL TA-3 area or along Pajarito Road. There would be adequate parking for University of California personnel and construction workers. Construction and demolition wastes would be transported to a licensed commercial landfill or recycled for other construction projects at LANL or offsite. Construction for the proposed bypass roads would be expected to produce only temporary and localized air and noise emissions. The Proposed Action would have no effects on visual resources, land use, socioeconomics, or environmental justice. The roadways would be designed to accommodate geologic and soil conditions. The demolition of part of Building 3-40 could have an adverse effect on historic structures since it is eligible for the National Register of Historic Places and, therefore, a treatment plan would be negotiated between NNSA and the State Historic Preservation Office.

Book excerpt: In 2018, the National Academies of Sciences, Engineering, and Medicine issued an Interim Report evaluating the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. It provided a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focused on some of the barriers to their implementation. This final report addresses the remaining issues and echoes the recommendations from the interim study.
