Book excerpt: The floods that occurred across several areas of the country in June and July 2007 were on a scale not seen for sixty years. Thirteen people lost their lives; thousands of people lost either their electricity, water supply or both; and 44,600 homes were flooded. Some £3 billion worth of damage was caused, and 7,100 businesses were flooded. The 2007 floods revealed that most organisations-including Government-have focussed on river and coastal flooding, and much less so on surface water and groundwater flooding. But two thirds of the summer 2007 flooding was caused by surface water flooding, often after intense heavy rainfall overwhelmed drainage systems. No organisation currently has responsibility for surface water flooding, at either the national or local level. The Committee believes local authorities, advised by the Environment Agency, should be given a statutory duty for surface water drainage in their area. Only allowing paving over of front gardens with porous materials, and the development of sustainable drainage systems (SUDs) are supported. The announced increase in expenditure on flood risk management from £600 million in 2007-08 to £800 million by 2010-11 looks inadequate to cope with both the traditional and new risks the country faces. The summer floods exposed the vulnerability of the nation's critical infrastructure to flooding. The Government should re-examine the current statutory duties on utilities in relation to emergency planning. A specific duty should be placed on utilities to ensure their critical assets are protected from flooding and that they have adequate business continuity plans in the event of a flood. The Government must implement the findings of the current Pitt Review into the floods in a robust and transparent manner.

This book was released on 2008 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Health (the 'Department') and the NHS achieved a surplus of £515 million in 2006-07, representing 0.6 per cent of total available resources. This followed two years of rising deficits, and the Department, working with the NHS, has done well in restoring overall financial balance. While the national picture is one of financial surplus there remain variations in financial performance. The surplus is concentrated in Strategic Health Authorities, whilst overall Primary Care Trusts and NHS Trusts remain in deficit Of the 372 NHS organisations, 82 recorded a deficit of £917 million, with 80 per cent of this being reported by just 10 per cent of NHS organisations. There are also regional variations, with the East of England Strategic Health Authority area having a deficit of £153 million and the North West achieving a £189 million surplus. Financial recovery is therefore inconsistent and more needs to be done so that all parts of the NHS achieve financial balance. The Committee concludes that the return to financial balance is the result of the Department's tighter performance management of NHS finances in the way funding flowed through the NHS together with a programme of support for local organisations with particular financial difficulties. In the short term, this largely centralist approach was appropriate. For the future if the NHS is to remain in financial balance more health organisations locally need to improve their financial management. Failure to keep a tight grip on financial performance will undermine health care for patients.

Book excerpt: The Environment Agency spent £114 million in 2003-04 on water resources management in England and Wales, in order to ensure sufficient water is available to meet the needs of people and the environment. It recovers the costs through abstraction charges levied on its licence holders, and efficiency improvements helps to reduce the licence fee and, ultimately, could result in lower costs to consumers. Following on from a NAO report (HC 73, session 2005-06; ISBN 012932972) published in June 2005, the Committee's report examines the performance of the Agency in managing water resources across England and the scope for minimising the charges levied on abstractors. The report finds that the Agency has kept the annual increase in the licence fee below the rate of inflation each year, but improvements in efficiency depend upon better cost management data. Although this problem was identified by the Agency in 2001, progress has been slow, and full activity-based costing data are unlikely to be available until 2007-08. The weaknesses in management information have meant that between £650,000 and £1.7 million has been incorrectly allocated between water resource and flood management activities.

Book excerpt: This report finds that, although the pig industry is highly competitive and is well known for being cyclical, the last ten years have seen a steady decline in the scale and productivity of the English pig industry and an increase in the pig meat imported into the UK to satisfy consumer demand. The lack of transparency in the supply chain leads farmers to form the view that they are not getting their fair share. UK pigs cost more to produce than their EU counterparts. The industry blames this on the effects of disease outbreaks, high feed prices, burdensome environmental regulations and the high cost of the introduction of new welfare standards of housing for pigs in 1999. Pig producers are rightly proud of their high welfare standards, but the Committee believes that they have not successfully promoted to the consumer the justification for the higher cost of English pig meat. Retailers and catering suppliers are responsible for ensuring that labelling of pig meat products is clear and unambiguous, but producers, animal welfare groups such as the RSPCA, and Government, have a role in making certain that consumers understand the difference between the standards of welfare in the various methods of pig production and ensuring that pig meat produced in the UK is of a high welfare standard. Defra must continue to: advise other Government departments and public bodies on the welfare standards of farm assurance schemes in order to encourage them to adopt a more innovative approach in public sector procurement of pig meat; liaise closely with the industry on its Health and Welfare Council; fund research into the pig-specific diseases which have severely impacted on the industry in recent years.

Book excerpt: This report describes the work of the House of Lords EU Select Committee and its seven Sub-Committees over the past year, and considers the Committee's work in the coming year. It analyses scrutiny overrides (occasions when Ministers act before the Committee's scrutiny is complete), and urges the Government to ensure that Committees are kept fully informed about the progress of negotiations. It also makes recommendations regarding General Approaches, delays in Ministerial correspondence with the Committee, the contents of Government Explanatory Memoranda, and Commission responses to Committee reports.

Book excerpt: This is the 38th report from the Committee of Public Accounts (HCP 370, session 2007-08, ISBN 9780215521668) on the subject of the Nuclear Decommissioning Authority. The NAO produced a report on the same subject (HCP 238, session 2007-08, ISBN 9780102951974). The Nuclear Decommissioning Authority (NDA) was established in April 2005 with the aim of decommissioning the UK's civil public sector nuclear sites. By December 2007, 14 of its 19 sites had already shut down and were being decommissioned, with parts of Sellafield being cleaned-up. The NDA discharges its responsibilities through contracts with licensed operators at each site. The sites are managed by site licensees, including preparation of decommissioning plans and performing and sub-contracting work. The licensees are owned by four parent bodies. The NDA aims to improve site performance by putting the right to be the parent body out to tender. There is uncertainty over the costs of decommissioning, with an estimate of £73 billion prepared in 2007, up 30% since 2003. The Committee accepts that the legacy of deferred decision making over a period of 50 years is in part responsible for the cost increases, but believes that some of the escalating costs should be avoidable, including short-term changes to the decommissioning programme and the scale of site support costs. Further, the NDA's work has been hampered by the uncertainty in the level of commercial income earned from ageing and unreliable facilities, with the NDA cutting, at short notice, the levels of funding it projected to provide in the 2007-08 period of decommissioning. This has imposed additional costs on the taxpayer, with the NDA providing £31.6 million to cover costs of early contract closure, staff training and redundancy.

Accidents such as the recent pollution incident by BP in the Gulf of Mexico grab the attention of the media and bring it into the public domain. In addition to its focus on the NEBOSH course, this book covers all of the essential elements managers will need to understand correct environmental health and safety management, including the broad legal framework, risk assessment and pointers to relevant standards. Brian Waters has 15 years’ experience in the water supply industry, and 13 years of experience in senior management roles with the National Rivers Authority and the Environment Agency. He has subsequently worked in training and consultancy, giving him a wealth of experience in this area.

Committee of Public Accounts and published by The Stationery Office. This book was released on 2008 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Annually, central government spends some £558 billion, and this is forecast to increase to £678 billion by 2010-11. Strong and competent financial resources management is central to departments meeting their objectives cost effectively and delivering public services which represent value for money. Since the Committee's last report on this topic (HC 181, 25th report of session 2003-04, ISBN 9780215023636) the number of qualified finance directors with a seat on the departmental board has increased, enhancing the focus on financial performance at senior management level, but the lack of financial skills and awareness amongst non-finance staff remains a barrier to improving financial management more generally across government. Accruals-based accounting and budgeting systems are helping some departments identify under-utilised assets and dispose of those no longer required. Departments need to improve their forecasting capabilities to strengthen budgetary control and to avoid underspends not being identified early enough to reallocate resources to other priorities. Departments are continuing to spend less money than they forecast, particularly on capital projects, increasing the risk that resources are not being allocated across government in the most effective way. Few departmental boards are presented with accurate, timely and integrated financial and operational performance information to enable them to take sufficiently informed decisions on the use of resources and to review performance. Although the Treasury and Cabinet Office have a number of initiative to improve resource management, there is some way to go before financial management is fully embedded within departmental cultures.
