Der Trend bewirkt ein sinkendes Angebot an Arbeitskräften, was zu einer weiteren Verknappung hochqualifizierter Fachkräfte führt. Diese Entwicklung zwingt die Unternehmen zum Einsatz spezieller Instrumenten, um die gewünschten Arbeitskräfte zu rekrutieren. Zusätzlich wird der Einsatz von Instrumenten erforderlich, die bereits beschäftigte, hochqualifizierte Mitarbeiter an das Unternehmen binden. Der Bereich der Personalrekrutierung, das externe Personalmarketing, wird im Rahmen dieser Arbeit nicht näher betrachtet. Die Arbeit beschränkt sich auf das Problem der Bindung hochqualifizierter Mitarbeiter, deren Identifikation im Unternehmen vorausgesetzt wird. Die Begrenzung erfolgt, da es sich bei diesen Mitarbeitern, den sogenannten High Potentials, um die Potenzialträger des Unternehmens handelt. Eine Abwanderung dieser Gruppe hat für das Unternehmen nachteilige Konsequenzen, da die Unternehmensentwicklung und der Unternehmenserfolg in hohem Maße von diesen Mitarbeitern abhängen. Des weiteren ist das Unternehmen auf High Potentials angewiesen, weil zunehmend höher qualifizierte Mitarbeiter benötigt werden, um die Wettbewerbsfähigkeit langfristig aufrecht zu erhalten. Diese Erfordernis ist die Konsequenz der gestiegenen Anforderungen an die Mitarbeiter aufgrund von Dezentralisierung und Internationalisierung der Unternehmensaktivitäten. Ein weiterer entscheidender Faktor High Potentials langfristig an das Unternehmen zu binden, sind die durch ungewollte Fluktuation entstehenden Kosten. Diese setzen sich aus Kosten für Leerlaufzeit, in der die Stelle nicht besetzt ist, Rekrutierungskosten, erneut anfallende Kosten für Personalentwicklung, Einarbeitungskosten sowie Kosten, welche durch den Verlust von Spezialistenwissen entstehen, zusammen.
