Le chapitre 1 évalue le rôle de la gouvernance publique comme déterminant de l'investissement direct étranger en comparant deux régions à l'attractivité diamétralement opposée : l'Afrique sub-saharienne et l'Asie du sud-est. Le chapitre 2 développe un indicateur de risque-pays qui renseigne sur l'incertitude à laquelle sont spécifiquement soumises les firmes multinationales et qui capturent des caractéristiques des pays qui sont difficilement observables et quantifiables. Le chapitre 3 teste l'hypothèse selon laquelle la qualité des relations diplomatiques qu'entretient un pays avec le reste du monde influence le volume d'investissement direct étranger qu'il reçoit. Le chapitre 4 considère indirectement la possibilité qu'un déterminant inobservable du choix de localisation des firmes multinationales soit la capacité des entreprises étrangères à obtenir un traitement préférentiel de la part des gouvernements des pays hôtes, qui serait refusé aux entreprises locales. Le chapitre 5 analyse l'efficacité des incitations fiscales et financières, et par extension leurs coûts, en calculant des équivalences à l'impact d'une mauvaise gouvernance publique sur l'investissement direct étranger reçu par un pays, en terme de hausse du coût du travail ou d'augmentation de la fiscalité.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Today, it is recognized as the ultimate volume of Hirschman's groundbreaking trilogy on development, and as the bridge to the broader social science themes of his subsequent writings. Though among his lesser-known works, this unassuming tome is one of his most influential. It is in this book that Hirschman first shared his now famous "Principle of the Hiding Hand." In an April 2013 New Yorker issue, Malcolm Gladwell wrote an appreciation of the principle, described by Cass Sunstein in the book's new foreword as "a bit of a trick up history's sleeve." It can be summed up as a phenomenon in which people's inability to foresee obstacles leads to actions that succeed because people have far more problem-solving ability that they anticipate or appreciate. And it is in Development Projects Observed that Hirschman laid the foundation for the core of his most important work, Exit, Voice, and Loyalty, and later led to the concept of an "exit strategy."
