Book excerpt: Over the past decade, Canada has experienced considerable growth in labour migration. Moreover, temporary labour migration has replaced permanent immigration as the primary means by which people enter Canada. Utilizing the rhetoric of maintaining competitiveness, Canadian employers and the state have ushered in an era of neoliberal migration alongside an agenda of austerity flowing from capitalist crisis. Labour markets have been restructured to render labour more flexible and precarious, and in Canada as in other high-income capitalist labour markets, employers are relying on migrant and immigrant workers as “unfree labour.” This book explores labour migration to Canada and how public policies of temporary and guest worker programs function in the global context of work and capitalist restructuring. Contributors are directly engaged with the issues emerging from the influx of temporary foreign workers and Canada’s “creeping economic apartheid”—the ongoing racialization of economic inequality for many workers of colour. The collection also examines how migrant and immigrant workers have organized for justice and dignity in Canada. As opposed to a good deal of current writing that often ignores the working conditions and struggles of racialized migrant and immigrant workers, the authors contend that migrant workers, labour organizations, and migrant worker allies have engaged in a wide range of organizing initiatives with significant political and economic impacts. These have included both court challenges to secure legal rights to unionization and grassroots alternatives to traditional forms of unionization through workers’ centres. David Scott FitzGerald and David Cook-Martín show that democracies were the first countries in the Americas to select immigrants by race, and undemocratic states the first to outlaw discrimination. Through analysis of legal records from twenty-two countries between 1790 and 2010, the authors present a history of the rise and fall of racial selection in the Western Hemisphere. The United States led the way in using legal means to exclude “inferior” ethnic groups. Starting in 1790, Congress began passing nationality and immigration laws that prevented Africans and Asians from becoming citizens, on the grounds that they were inherently incapable of self-government. Similar policies were soon adopted by the self-governing colonies and dominions of the British Empire, eventually spreading across Latin America as well. Undemocratic regimes in Chile, Uruguay, Paraguay, and Cuba reversed their discriminatory laws in the 1930s and 1940s, decades ahead of the United States and Canada. The conventional claim that racism and democracy are antithetical—because democracy depends on ideals of equality and fairness, which are incompatible with the notion of racial inferiority—cannot explain why liberal democracies were leaders in promoting racist policies and laggards in eliminating them. Ultimately, the authors argue, the changed racial geopolitics of World War II and the Cold War was necessary to convince North American countries to reform their immigration and citizenship laws.

Book excerpt: Vocational education and training (VET) can be difficult to define since it is set in a turbulent and volatile environment marked by national and regional specificities. It can be delivered at different levels and by a variety of providers, including community colleges, colleges of further education, polytechnics and universities, as well as, importantly, private providers. This collection reflects the shifting and often messy conceptualisations of VET. On one level VET can be associated with the education and training of craft/skilled workers, or of those who are being prepared for a particular occupational destiny and specific position in the labour market. In this instance, notions of skill, knowledge and dispositions are significant. On another level, it can raise questions over power and class formation, in addition to the way in which these are mediated or intersect with race and gender. Moreover, there are important political questions addressing the significance of VET in furthering social cohesion and economic regeneration in times of austerity when neoliberalism is hegemonic. The chapters in this book are not all of a piece, but each in its turn raises important questions about VET, its relationship to the economy, as well as its global setting. The author challenges African Biblical scholars and Christian leaders to premise Biblical interpretation on the experiences of the often neglected underclasses. The author argues that from a comparative historical, cultural and material methodological point of view, the experiences of the Zimbabwean underclasses whose collective ordeal is represented by the experiences of domestic workers are strikingly similar to those suffered by slaves among other underclasses in the biblical world. In the same way religion was appropriated by the elite to validate oppression of the underclasses in the biblical world, the author shows that since the colonial era, Christianity in Africa, through biblical interpretation among many other tactics has been an influential force on the side of the dominant class to advance their racial, class and gender interests. To date, in Zimbabwe for example, the Bible (and religion in general) is manipulated by the dominant minority to justify and entrench the exploitation of the majority underclasses. On the other hand, the author observes that the history of ancient Israel, Roman colonial Palestine and colonial Zimbabwe evidences that when religion is appropriated (and/or the Bible is read and interpreted) from the historical cultural and material conditions of the underclasses, it can be a valuable resource not only for their mobilization to overthrow oppressive systems but also for justifying their resistance tactics.
