Book excerpt: The US Army defines aircrew coordination as a set of principles, attitudes, procedures, and techniques that transforms individuals into an effective crew. The stated objective of Aircrew Coordination Training (ACT) is to provide aircrews the knowledge, skills and attitudes necessary to increase their mission effectiveness, while decreasing the errors that lead to accidents. ACT and Crew/Cockpit Resource Management (CRM) programs were instituted in the 1980's, first in commercial aviation and later in military aviation, to address adverse mishap rate trends that showed the inability of many aviators to work well together in periods of high stress or workload (Helmreich, Merritt, & Wilhelm, 1999). Minor aircraft malfunctions were resulting in fatal accidents with alarming frequency. While aviators generally displayed excellent knowledge and understanding of aircraft systems, operating procedures, rules and regulations and other technical information, they often displayed a glaring inability to communicate effectively, distribute workload, maintain or regain situational awareness and make sound decisions. Military aviation took note of the success of CRM in the civilian sector and instituted similar training programs (Orlady & Foushee, 1987).

Information was developed from interviews with team coordination subject matter experts and published information across the Department of Defense military services, commercial carriers, and academia. The results of the review lead to the conclusion that the Army's ACT program effectiveness has greatly declined since 1995 due to limited funding and requires revitalization and enhancement. Because Army aviation reorganization and modernization initiatives impact all units and components, it is now more important than ever to develop an integrated strategy of corrective actions. The report includes a recommended Master Plan for ACT Enhancement in the form of a proactive, multi-phased course of continuous improvement to maximize Army aviation modernization investments and complement leadership training initiatives.

Book excerpt: At the request of the U.S. Army Aviation Center (USAAVNC), the Army Research Institute Rotary-Wing Aviation Research Unit (ARIRWARU) developed field exportable training and evaluation materials for aircrew coordination. A testbed of the materials was implemented with the cooperation of the 101st Aviation Brigade. Sixteen aircrews participated. Using a UH-60 flight simulator, aircrews were evaluated while executing a comprehensive tactical mission. Evaluation data were collected before and after aircrew coordination training was provided. Evaluation measures included attitude, behavior, task performance, and mission performance. Results showed that (1) the training had positive effects on all of the measures, and (2) the measures are sensitive to changes in performance. The impact on safety of flight was also assessed. The report concludes with recommendations and suggested areas for future research.

USARIARDA and Dynamics Research Corporation prepared and conducted a 12-day, modified Aircrew Coordination Instructor Course and provided post-training consultation to the cadre. Ten IPs and one nonrated crewmember were trained; five of the IPs, one per each mission-type aircraft (attack, cargo, observation, utility, and fixed wing) were certified by USAAVNC as Aircrew Coordination Trainers. Post-training consultations were held prior and subsequent to the cadre's visit to Fort Campbell, KY.

The report documents online research materials pertaining to (but not limited to) aircrew coordination, communication classification schemas, nonverbal communication (within aviation and other applicable fields), and team training. A review of the literature was conducted with the results compiled into a database containing the relevant articles, and a categorization schema for future research in nonverbal communication in cockpit environments was recommended.

Book excerpt: This report describes the development of a reliable, objective, and quantitative set of metrics for measuring and assessing aircrew coordination in terms of aviator performance and safety. Based on a review of programs to evaluate aircrew coordination in the commercial and military sectors, three rating instruments were developed for specific application to UH-60 helicopter aircrews. These instruments included a military adaptation of the Cockpit Management Attitudes Questionnaire (CMAQ), the Aircrew Coordination Evaluation Checklist, and a revised set of Aircrew Training Manual (ATM) maneuver standards. All three instruments were used by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) to evaluate UH-60 aircrews in May 1990 at Fort Campbell, Kentucky. Data from this experiment are being analyzed by ARI and will provide a basis for developing training standards and methods in this area. Based on the battle-focused training principles outlined in Field Manual (FM) 25-101, Battle Focused Training, it will help commanders at all levels to develop, implement, and administer a comprehensive aircrew training program. This manual encompasses individual and crew training and establishes crew member qualification, refresher, mission, and continuation training requirements. It also gives guidance on tailoring training to meet individual, crew, and unit needs based on the unit mission-essential task list (METL). It provides guidelines for predicting and allocating unit flying hours to ensure that the commander gets the greatest possible training value out of every flying hour. This manual applies to all unit commanders who have aviation assets. The crew coordination descriptions in this publication do not focus exclusively on individual training. They blend individual training with crew training and provide a link to FMs, Army Training and Evaluation Program (ARTEP) Mission Training Plans (MTPs), and other doctrinal and training material. The goal is to develop cohesive, combat-ready aviation units.The ultimate training objective of any combat unit is for the unit to be able to operate on the combined arms and joint battlefield. Toward that end, effective individual and crew training programs form the foundation for an aviation unit training program. Once the unit establishes individual and crew training programs, commanders must integrate them into an effective collective-training program. As one of the commander's primary training documents, TC 1-210-1 links individual and unitcollective tasks. The commander also uses FM 7-0, Training the Force, and FM 25-101, Battle Focused Training, to link the aircraft operator's manual, ATM, and individual-training program to the collective-training program.
