Book excerpt: Current debates on Turkish foreign policy flamed by Turkey’s purchase of S-400 air defense systems from Russia throws into question Turkey-US relations and poses a challenge to Turkey’s membership in NATO, which has been regarded as the most important symbol of Turkey’s alliance with the West. However, Turkey’s maneuvers between the US and Russia are not unique to the present era as they can be traced back to the Cold War period. In fact, Turkey’s alliance with the West did not prevent Turkey from establishing special relations with the Soviet Union. This book, which is spurred by Glenn Snyder’s theory on alliance politics, indicates that Turkey’s foreign policy moves shaped in accordance with the fear of abandonment and the fear of entrapment with regards to its relations with the US, did not only stay within the boundaries of the Cold War, but further moved beyond that era. The authors argue that Turkey’s maneuvers to balance the US with Russia in the historical context constitute a strong element of continuity and a significant pattern in Turkish foreign policy. Yet, the authors underline that the motives behind this legacy have changed in the 2010s due to the transformations occurred within global, regional as well as domestic contexts.

Available in PDF, EPUB and Kindle. Book excerpt: This study analyzes theoretically and empirically the background of the rise to power of Vladimir Putin in Russia and Recip Tayyip Erdogan in Turkey. It situates this analysis in the contexts of the historical assessment of the fragility of liberal democracy and the persistence and growth of authoritarianism, populism, and dictatorship in many parts of the world. The authors argue that the question whether Putin and Erdogan can make Russia and Turkey great again is hard to confirm; personal ambition for power and wealth is certainly key to an understanding of both rulers. They each squandered opportunities to build from free and fair democratic electoral legitimacy and economic progress. The prospect for restored national greatness depends on how they can handle the economic and political challenges they now face and will continue to face in the near future, in a climate of global pandemic and economic recession. Both rulers so far have succeeded in maintaining and increasing their powers and influence in their respective regions, but neither has made real contributions to regional stability and order. Chaos seems to be growing, and the EU and the U.S. thus far seem unable to provide coherent responses to mitigate the impact of their adventurism and disruption.

Book excerpt: In most analyses of the Cold War's end the ideological aspects of Gorbachev's "new thinking" are treated largely as incidental to the broader considerations of power. English demonstrates that Gorbachev's foreign policy was the result of an intellectual revolution. He analyzes the rise of a liberal policy-academic elite and its impact on the Cold War's end.

Available in PDF, EPUB and Kindle. Book excerpt: Based on newly accessible Turkish archival documents, Onur Isci's study details the deterioration of diplomatic relations between Turkey and the Soviet Union during World War II. Turkish-Russian relations have a long history of conflict. Under Ataturk relations improved – he was a master 'balancer' of the great powers. During the Second World War, however, relations between Turkey and the Soviet Union plunged to several degrees below zero, as Ottoman-era Russophobia began to take hold in Turkish elite circles. For the Russians, hostility was based on long-term apathy stemming from the enormous German investment in the Ottoman Empire; for the Turks, on the fear of Russian territorial ambitions. This book offers a new interpretation of how Russian foreign policy drove Turkey into a peculiar neutrality in the Second World War, and eventually into NATO. Onur Isci argues that this was a great reversal of Ataturk-era policies, and that it was the burden of history, not realpolitik, that caused the move to the west during the Second World War.

Available in PDF, EPUB and Kindle. Book excerpt: The break-up of the Ottoman empire and the disintegration of the Russian empire were watershed events in modern history. The unravelling of these empires was both cause and consequence of World War I and resulted in the deaths of millions. It irrevocably changed the landscape of the Middle East and Eurasia and reverberates to this day in conflicts throughout the Caucasus and Middle East. Shattering Empires draws on extensive research in the Ottoman and Russian archives to tell the story of the rivalry and collapse of two great empires. Overturning accounts that portray their clash as one of conflicting nationalisms, this pioneering study argues that geopolitical competition and the emergence of a new global interstate order provide the key to understanding the course of history in the Ottoman-Russian borderlands in the twentieth century. It will appeal to those interested in Middle Eastern, Russian, and Eurasian history, international relations, ethnic conflict, and World War I.

Book excerpt: This is an impressive work that traces the relationship between the Soviet Union and Turkey on the one hand, and the Soviet Union and the Turkish Communist Party on the other, from the consolidation of the communist regime in Moscow until its fall. The book considers how 'Soviet Eastern Policy' was formed, how it changed over time, what the Soviet leaders hoped to gain in Turkey, and what impact Soviet policy had on the development of the Turkish communist movement. It is a valuable resource for students and scholars with an interest in Russian and Soviet poltics and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the complexity of the Syrian question and its effects on the foreign policies of Russia, Iran, and Turkey. The Syrian crisis has had a major effect on the regional order in the Middle East. Syria has become a territory where the rivalry between Russia and Western powers is being played out, and with the West’s gradual withdrawal, the conflict will without a doubt have lasting effects locally and on the international order. This collection focuses on the effects of the Syrian crisis on the new governance of the Middle East region by three political regimes: Russia, Iran, and Turkey. Many articles and a number of books have been written on this conflict, which has lasted over ten years, but no publication has examined simultaneously and comparatively how these three states are participating in the shared management of the Syrian conflict.
