Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Book excerpt: Central government and local authorities spent £800 million in 2009-10 dealing with youth crime, primarily through the Youth Justice Board nationally and Youth Offending Teams locally. The National Audit Office has estimated that the total costs to the UK economy of offending by young people could be up to £11 billion a year. In recent years, the Youth Justice Board has been effective in leading reform within the youth justice system and diverting resources to the offenders most at risk of committing future crimes. Since 2000 youth custody has fallen during a period when the number of adults in custody has continued to rise. This is a noteworthy achievement in which the Board has played a central part. Some areas of difficulty remain, however, particularly with more serious offenders. Dealing with these offenders is difficult, but it has been made more so by poor quality assessments and sentence planning in one third of cases, together with a lack of research into the relative effectiveness of different programmes. Following the 2010 Comprehensive Spending Review, the Ministry of Justice decided to abolish the Youth Justice Board, though it did not take into account the Board's performance in making this decision. Such reorganisation could impact on building on the progress achieved to date. Following the abolition, it will be the role of the Ministry to maintain the successes that the Board has achieved in its oversight of the youth justice system, and to address effectively areas where more needs to be done.

In Australia, Flexible Learning Options (FLOs) have arisen as a response to the premature disengagement from schooling of a sizeable number of Australian youth. FLOs attend to the educational, social and well-being needs of young people experiencing complex life circumstances, yet empirical evidence of their value to date has been largely anecdotal. The significance of this book lies in its innovative approach to gauging the value of FLOs—to young people themselves, as well as the wider Australian community. Drawing on past research and new findings from a national investigation, the authors provide novel insight into the pressures pushing young people out of schools and the mechanisms at work in FLOs to re-engage them in education. Radical social work is an approach to social work that has, at its heart, the departure from solely behavioural, moral or psychological understanding of service users’ problems. Social work had originally been concerned with the moral character of people in trouble (usually poor people), making a clear division between those who were ‘deserving’ of help and those who were ‘undeserving’. The rise of science and the ‘psy’ disciplines then led to psychological explanations for the difficulties people found themselves in. Both explanations for social problems – moral and psychological – with their narrow focus on the individual have been enjoying a renaissance in recent times with the neoliberal self-sufficiency narrative (moral) and the more recent focus on trauma (psychological). Radical social work challenges those explanations, concerned as it is with the circumstances a person might find themselves in – poverty, poor housing, poor education, high crime rates, and lack of opportunities of all kinds. This book is a step towards resurrecting radical social work principles, and it urges us to think about how social work education can be reshaped to that end.
