It was recognized that, although much work had been done in the area, policy makers could seldorn obtain analytically supported, yet realistic, guidance concerning energy pricing questions. The emphasis of the Workshop was, therefore, on policy decision-making, and the application of theory to policy formulation in the energy pricing area.

It is believed that the existing pricing policy for Natural Gas in India has constrained the growth of natural gas market in India, leading to a large unmet demand, primarily from the heavily subsidized power and fertilizer sector. This paper is an attempt to analyze the policy issue of natural gas pricing in India, using Kingdon's Multiple Policy Stream Model. According to this multiple streams approach, the developments in the policy making process can be explained by the efforts of policy entrepreneurs to successful capitalize on the occasional “policy windows” by coupling elements in three different "streams": problems, policies, and politics (Kingdon, 2003). The paper focuses on the developments in gas pricing policy in India, identifying the problem, policy, and political streams, and the ways in which key political entrepreneurs have coupled the streams at critical times is past, thereby illustrating the possibility of a current opportunity for taking a regulatory initiative on natural gas pricing.

The policy is mildly progressive and (at least initially) imposes a relatively modest cost burden on industries.

Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal.
