Book excerpt: After the collapse of Enron Corp. in late 2001, that company's activities came under intense scrutiny. Much of its business consisted of trading financial contracts whose value was derived from changes in energy prices. Enron's trading in these energy derivatives was largely unregulated: no information about the value or volume of contracts or the identities of traders in this market was available to regulators, except what was contained in Enron's own extremely unreliable financial statements. Trading in energy derivatives rebounded after a post-Enron slump, and much of the market remains unregulated. This "regulatory gap" strikes some observers and policy makers as dangerous for two reasons. First, the absence of government oversight may facilitate various forms of abusive trading and price manipulation. Second, the failure of a large derivatives dealer could conceivably trigger disruptions of supplies and prices in physical energy markets (though such effects were minor in the Enron case). Legislation before the 109th Congress would require currently unregulated energy derivatives dealers to disclose certain trading data. Legislation to reauthorize the Commodity Futures Trading Commission (CFTC) would increase penalties for fraud and manipulation. H.R. 4473 would in addition authorize the CFTC to collect certain market data from natural gas traders to aid in investigating manipulation. Some, including the CFTC commissioners, argue that new legislation is unnecessary because statutory authority to pursue fraud and manipulation already exists. This report summarizes the history and current status of energy derivatives regulation, as well as legislative reform proposals.

Book excerpt: This publication serves as a roadmap for exploring and managing climate risk in the U.S. financial system. It is the first major climate publication by a U.S. financial regulator. The central message is that U.S. financial regulators must recognize that climate change poses serious emerging risks to the U.S. financial system, and they should move urgently and decisively to measure, understand, and address these risks. Achieving this goal calls for strengthening regulators’ capabilities, expertise, and data and tools to better monitor, analyze, and quantify climate risks. It calls for working closely with the private sector to ensure that financial institutions and market participants do the same. And it calls for policy and regulatory choices that are flexible, open-ended, and adaptable to new information about climate change and its risks, based on close and iterative dialogue with the private sector. At the same time, the financial community should not simply be reactive—it should provide solutions. Regulators should recognize that the financial system can itself be a catalyst for investments that accelerate economic resilience and the transition to a net-zero emissions economy. Financial innovations, in the form of new financial products, services, and technologies, can help the U.S. economy better manage climate risk and help channel more capital into technologies essential for the transition. https://doi.org/10.5281/zenodo.5247742

Book excerpt: This book explores the multifaceted aspects of India’s energy security concerns. Bringing together a set of opinions and analysis from experts and policymakers, it sheds light on the context of India’s energy insecurity and explores its various dimensions, its nature and extent. Contributors examine the role that trade, foreign and security policy should play in enhancing India’s energy security. It is argued that the key challenge for India is to increase economic growth while at the same time keeping energy demands low. This is especially challenging with the transition from biomass to fossil fuels, the growth of motorized private transport, and rising incomes, aspirations and changing lifestyles. The book suggests that at this time there are strong arguments to lessen the fossil fuel path dependence and it argues for a need to engage with all the key sources of this dependence to implement a process of energy change. India’s Energy Security is a timely contribution given the national and international interest in the issue of energy security and the possibility that energy concerns have the potential of becoming the cause of serious international conflicts. It will be of interest to academics and policy makers working in the field of Asian Studies, Energy Policy, International Relations and Security Studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Book excerpt: The Revenue Watch program and the Initiative for Policy Dialogue promote transparency and civic participation in natural resource policymaking. Journalists know how hard it is to report on government management of oil, gas, and other natural resource revenues. Governments and industry are seldom forthcoming. And reporters themselves usually lack the background in economics, engineering, geology, and corporate finance helpful to understanding the energy industry and the effects of resource wealth. This book attempts to redress the balance with practical information in easy to understand language. Chapters include Understanding the Resource Curse, A Primer on Oil, Oil Companies and the International Oil Market, the ABCs of Petroleum Contracts, and the Environmental, Social, and Human Rights Impacts of Oil Development. Tip sheets inform reporters about stories to pursue and questions to ask.
