Book excerpt: Ian McHarg’s ecological planning approach has been influential since the 20th century. However, few empirical studies have been conducted to evaluate the performance of his projects. Using the framework of landscape performance assessment, this book demonstrates the long-term benefits of a renowned McHargarian project (The Woodlands town development) through quantitative and qualitative methods. Including 44 black and white illustrations, Landscape Performance systematically documents the performance benefits of the environmental, social, and economic aspects of The Woodlands project. It delves into McHarg’s planning success in The Woodlands in comparison with adjacent Houston developments, which demonstrated urban resilience after Hurricane Harvey in 2017. Lastly, it identifies the ingredients of McHarg’s ability to do real and permanent good. Yang also includes a number of appendices which provide valuable information on the methods of assessing performance in landscape development. This book would be beneficial to academics and students of landscape architecture and planning with a particular interest in Ian McHarg.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook assists DOE facilities managers, planners, and engineers in identifying and providing information for effective application of energy management strategies in site development decision making. The handbook does not take an advocacy position regarding any particular strategy but presents each, along with its anticipated benefits and liabilities, as an option for consideration. Areas where uncertainty exists regarding the likely energy performance are noted. The strategies identified in this handbook are not equally effective, simple to use or implement, or desirable for all installations. Therefore, they should be considered in light of local needs and opportunities to determine which strategies are most appropriate to a specific installation and what modifications to those strategies might be necessary.

Book excerpt: In an era of federal deficits and struggling municipalities, the states have emerged as the most significant governmental actors of the 1990s. But state governments face a major challenge of fiscal planning in the midst of economic change.Bahl and Duncombe tackle this challenge head-on. Using New York as a case in point, they identify looming dangers for state revenue and expenditure planning created by the economic shifts of the 1980s.The authors offer invaluable lessons for the 1990s. They question forcing a "1960s tax policy through a 1990s economy, ' and they seek long-range fiscal planning In place of the "mad scramble for eleventh-hour solutions" to annual budget crises. The book is thought-provoking, exhaustively researched, and sensibly written - a glimmer of sanity in an uncertain time. Its lessons are applicable everywhere and should be read by all those seeking a route through the tangled thickets of government policy for economic growth
