This high cost of dry cooling is a direct result of the relatively poor heat transport properties of air. Rejecting a given heat rate to air rather than water requires more surface area, and dry surface costs more per unit area than wet fill does. To minimize the cost of a dry tower, one must find a surface with a low ratio of cost to performance and optimize the interaction of the cooling tower with the power plant. One surface which has such a low ratio is the periodic cooling tower developed during this program.
