This process, which took over a century in the rich world, will occur in two or three decades in the developing world; seven of the 25 countries that will age more rapidly are in LAC. Population aging will pose challenges and offer opportunities. This book explores three sets of issues. First is a group of issues related to the support of the aging and poverty in the life cycle. This covers questions of work and retirement, income and wealth, and living arrangements and intergenerational transfers. It also explores the relation between the life cycle and poverty. Second is the question of the health transition. How does the demographic transition impact the health status of the population and the demand for health care? And how advanced is the health transition in LAC? Third is an understanding of the fiscal pressures that are likely to accompany population aging and to disentangle the role of demography from the role of policy in that process. This book provides an introduction to the concepts and techniques at the intersection of demography and economics. It summarizes the policy debate about potential reforms needed to make population aging an opportunity for development.

This book offers an analysis of pension systems from the perspective of the functioning of the regions labor markets. It clarifies why, more than half a century after pension systems were created, only a minority of workers in the region save for their pension in the contributory systems through payroll taxes. The study points out that the problem lies not only in the lack of coverage, but also in the low level of benefits, even of contributory pensions. It argues that to design public policies for pensions, it is essential to understand the complex web of interactions between employers and workers that take place in the labor market.

Recently, the World Bank announced a twin strategy for going forward: (1) to end extreme poverty at the global level by 2030; and (2) to promote shared prosperity. This brief reviews LAC's progress toward these objectives, outlines the continuing challenges, and proposes a policy framework for keeping the region on its upward arc and picking up the speed. The World Bank's indicator of shared prosperity underscores that recent years' economic expansion in LAC has benefited the less well-off. But despite LAC's strong gains in shared prosperity, going forward it faces significant hurdles to delivering the sustained high levels of economic growth and welfare gains that many other regions of the world have achieved. Reform agendas that are underway in a number of the region's countries are helping acclerate shared prosperity. The region now needs second-generation reforms that will reinforce the "virtuous cycle" of economic growth and equity to foster shared prosperity. This brief highlights four important policy themes that LAC vountries should consider to keep on track in the years ahead.

Available in PDF, EPUB and Kindle. Book excerpt: The 2015 Millennium Development Goal to cut in half the share of the world’s population living in extreme poverty was met with time to spare. By 2013, the percentage of developing-country populations living in extreme poverty decreased from 43 percent in 1990 to 21 percent by 2010. Clearly, there is still a long way to go, with 1.2 billion people without enough to eat. What can we learn from the recent success? This volume presents recent methods to decompose the contributions to poverty reduction. What was the main contributor to poverty reduction? Using a simple accounting approach, we find that labor income growth was the largest contributor to moderate poverty reduction for a group of 21 countries with substantial reductions in poverty over the past decade. Moreover, in most cases, it was the growth in income per worker that contributed the most to poverty reduction, rather than an increase in employment. Changes in demographics, public transfers and remittances helped, but made relatively smaller contributions to poverty reduction. Public transfers were important in reducing extreme poverty, pointing to the crucial role of social protection systems. How was labor income growth able to reduce poverty? After a review of the literature, a structural decomposition method is presented and implemented in three countries. The results show that that labor income grew mainly because of higher returns to human capital endowments. This could signal increases in productivity, a higher relative price of labor, or both. In Bangladesh and Peru, this was driven by higher returns to workers with low levels of education, which may have partly been driven by higher food prices. In contrast, in Thailand, poverty fell partly due to increasing returns to education.
