Available in PDF, EPUB and Kindle. Book excerpt: After a landslide electoral victory in 2006, Evo Morales became the first indigenous President of Bolivia. Morales’s stunning ascent was mirrored by the rising fortunes of his political party, the leftist Movimiento al Socialismo, which today continues to challenge the status quo in Bolivian politics and implement ambitious social reforms. This study examines how the state and social movements have impacted democratization in Bolivia, along with other sectors such as NGOs and the media. Soledad Valdivia Rivera’s analysis helps us to understand how the movement's relationships have come to transform the Bolivian political process as we know it.

Available in PDF, EPUB and Kindle. Book excerpt: The Martínez del Río family was a vigorous contestant in the highly politicized economy of early national Mexico. David Walker’s case study of its successes and failures provides a unique insider’s view of the trials and tribulations of doing business in a hostile environment. The family’s ordeal in Mexico—a series of personal dislocations and traumas—mirrored the painful contractions of an old society reluctantly giving birth to a new nation. Using previously undiscovered primary source materials (including the private correspondence and business records of the family, public notary documents, transcripts of judicial proceedings, and the archives of Mexico’s Ministry of Foreign Relations and the British Foreign Office), Walker employs family history to analyze problems relating more generally to the development of state and society in newly independent Mexico. The processes of socioeconomic formation in Mexico differed from those of Western Europe and the United States; accordingly, entrepreneurial activity had markedly contrasting implications for economic development and class formation. In the downwardly spiraling economy of nineteenth-century Mexico, economic activity was a zero-sum game. No new wealth was being created; most sectors remained stagnant and unproductive. To make their fortunes, empresarios, the Mexican capitalists, could not rely on income generated from authentic economic growth. Instead, they exploited the arbitrary acts of the interventionist Mexican state, which proscribed the free movement of factors within the marketplace. Speculation in the public debt took the place of more substantive undertakings. Coercive state power was diverted to create artificial environments in which otherwise inefficient and unproductive enterprises could flourish. But however well the empresarios might imitate the outward forms of industrial capitalism, they could not unlock the productive capacity of the Mexican economy. Instead, they and their allies and rivals engaged in destructive struggles to manipulate the state for personal gain, to the detriment of class interests, economic growth, and political stability.

Book excerpt: During Chile’s shift to neoliberalism, the dictatorship of Augusto Pinochet passed a swath of probusiness labor legislation. Subsequent labor reforms by democratically elected progressive administrations have sought to shift power back to workers, but this task has proven difficult. In Building Power to Shape Labor Policy, Pablo Pérez Ahumada explains why. Focusing on reforms to collective labor law, Pérez Ahumada argues that analyzing how both workers and employers mobilize power to influence government policies is crucial for understanding labor reform outcomes. He examines the relational character of power to explain how different types of power—structural, institutional, associational—interact with each other, and proposes a relational understanding of power and how it is balanced among competing social classes. While workers and employers both have a hand in shaping labor law, their influence is not equal. Analysis of recent events in Chile reveals how the balance of power and the lingering effects of neoliberalism manifest in labor reform.

Available in PDF, EPUB and Kindle.

Book excerpt: Part of the International Library of Policy Analysis series, this book provides the first detailed examination of the practice of policy analysis in Mexico. Whilst shaped by the legacy of the Mexican state’s colonial history as well as by recent social, economic and political developments, the study of policy analysis within Mexico provides important comparative lessons for other countries. Contributors study the nature of policy analysis at different sectors and levels of government as well as by non-governmental actors, such as unions, business, NGOs and the media, promoting the use of evidence-based policy analysis, leading to better policy results. The book is a vital resource for academics and students of policy studies, public management, political science and comparative policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: While government provides the structure of public leadership, governance is the art of public leadership. This timely book examines current trends in metropolitan governance issues. It analyzes specific cases from thirteen major metropolitan regions in the United States, Canada, and Mexico, all woven together by an overall framework established in the first three chapters. The distinguished contributors address such governance issues as city-county consolidation, local-federal coordination, annexation and special districting, and private contracting, with special attention to lessons learned from both successes and failures. As urban governance innovations have clearly outpaced urban government structures in recent years, the topics covered here are especially relevant.
