Book excerpt: This paper analyses the differential in annual wage growth between temporary and permanent workers in Italy, separately for stayers (wage growth within the same workplace) and movers (between jobs via job mobility). To this purpose, we use the 1995-2001 Italian component of the ECHP (European Community Household Panel). Given the potential endogeneity of the contract type on wage dynamics, our estimates are based on a fixed effects specification. The results for the movers indicate that wage growth of temporary workers is lower than that of permanent employees; by converse, the two groups share similar rates of on-the-job wage growth, i.e. growth among the stayers. The results also show that both the duration of the temporary contract and the age of the worker matter: the wage growth is lower among young employees with temporary contracts, especially if they change workplace in the year of observation.

We show that men experience higher wage growth than women during the first 10 years of their career, and that this difference is particularly large when workers move across firms. This gender mobility penalty is robust to the inclusion of individual, job and firm characteristics, to different ways of accounting for individual unobserved heterogeneity, and is mainly found for voluntary job moves. Exploring the wage growth of job movers, we find that a significant gender wage penalty emerges when workers move to larger firms. This might be explained by the fact that bigger establishments offer jobs more highly valued by women than men or that the relationship between job satisfaction and firm size is less negative for women than men. Using data on job satisfaction, we find evidence for the latter hypothesis as well as some indication that wages and fringe benefits compensate for lower levels of job satisfaction in larger firms, but that this is so only for men.

Book excerpt: This paper estimates long term earnings losses attending displacement of experienced Italian workers exploiting new administrative longitudinal data for Italy. In this dimension, Italian job separators are better off than their equivalents in the study published in 1993 by Jacobson, LaLonde and Sullivan, a benchmark in this research subject. Earnings declines are moderate, even though very persistent, with evidence of a recovery slowdown (a reversion for males) in the long run. Estimates for a subset of workers separating from distressed firms, which more likely track involuntary job terminations, are about twice as large as those for all separators. After displacement, employment patterns of women in the sample of all separators are worse than men's. However, women's earnings comove with time spent out of employment and recover relatively more, so that the gap in earnings disappear over the long run. This may suggest that they are pickier toward job offers; in addition, females' occupations may be of the type that entails more portable skills across jobs but larger turnovers at new jobs. Males, on the contrary, experience a percentage drop in earnings larger than what seems driven by time spent in non-employment, providing some evidence of wage rate losses, especially in the long run.

Firstly, the ratio of the between-firm wage variability relative to total wage variability is sizeable, and not very dissimilar from that reported for other countries. Secondly, the tide raising all boats is quite suggestive: not only do individual wages throughout the whole distribution increase as average firm wages increases, but the spread increases too. Firm wage policy matters in shaping not only the wage level distribution but also the wage change distribution. The within-firm s.d. of wage change is almost as high as that of individual wage change, and much higher than between-firm variability of average change in wages. Worker-based statistics, on the other side, show that relative changes in individual wages follow the business cycle, although different parts of the distribution react in a different way to it, the upper tail having a higher responsiveness. Both facts are at odds with the often reported rigidity of Italian wages. Indeed, the detected flexibility is mainly driven by movers and short tenure workers. The cross-country comparison suggests that the relatively high degree of wage compression in Italy could be associated with higher entry and exit rates.

Book excerpt: This study provides an assessment of the features that, operating "inside the black box", shapes the evolution of the Italian economy. In the first section the focus is placed on the functioning of the labour market at the aggregate level. The picture described suggests that the Italian labour market is characterized by high employment rates for adult males and both low participation and low employment rates for other groups of individuals (such as young, old and females) and by a large share of long-term unemployment. The rise in unemployment and its persistently high level have been blamed, both in Italy and in other European countries, on imperfections and rigidities originating mainly in the labour market. In this case, both strong employment protection regulation and rigid system of wage determination appear to have played a major role in Italy. In particular, the existence of high wage floor - either set through statutory minimum wages or by collective bargaining - has the effect of segmenting the labour force, increasing job instability and paradoxically increasing the duration of unemployment. An additional dimension of "segmentation" also characterizes the Italian labour market, notably the 30 percent's unemployment rate in the South (6 percent in the North) and the presence of a large share of the labour force employed in the underground economy. In the last section, we discuss how the decentralisation of bargaining, the introduction of higher labour market flexibility as well as the reform of social security, could reduce "insider" power in the labour market and eliminate the vicious cycle that tends to displace workers out of the "primary" sector, thus fueling the irregular economy.

Book excerpt: In the past 25 years a vast number of Italian workers have become jobless for long periods of time, often dropping out of the labor market and becoming long-term inactives for the rest of their life. This process has long roots in the past and has been fuelled by Italy's poor economic performance. We intend to analyse its nature and derive policy implications for the years to come. We estimate long-term non-employment and its duration by means of Italian longitudinal databases of administrative origin. Long-term non-employment of men stands at 1.6 million individuals in 2012, about the size of male official unemployment, its average duration exceeding 14 years. We present a micro-econometric exploration of the underlying process.The main driving element works via a substitution effect: the relative cost of new entrants vs. that of retaining individuals already on-the-job has often been too high and widely responsible for such developments as it provides the employers with an incentive to layoff and fill the vacancy with a new entrant. Additional explanation is provided by the wide utilization of temporary and flexible contracts and by reasonable proxies of individual characteristics. Our conclusions indicate important drawbacks in the strategy advocated for many years by the EU Commission to promote youth employment.

We also study whether displaced movers obtain earnings and employment gains compared to displaced stayers. The results show that job displacement increases the migration probability by ~70%. However, social capital in a region and housing characteristics decrease the propensity to move, indicating that people do not make the migration decisions solely based on short-term economic incentives. Migration has an immediate negative relationship with earnings, but the link diminishes as time passes and eventually turns positive for men. The link between migration and employment is nevertheless positive and persistent for both genders.
