Book excerpt: This study aims to investigate the similarities and differences between the local government employment systems, namely civil service and employment at-will (EAW) systems, used in the Dallas/Fort Worth (DFW) Metropolitan area. It tries to increase our understanding of employment practices in the public sector by examining the city cases in this metropolitan area. To that end, this study utilizes qualitative interviewing as the research tool. The data were collected through conducting in-person, semi-structured, open-ended interviews among HR directors or his/her designees and HR related personnel in police and fire departments of 6 cities. These interviews elicited that the EAW practices in these suburban cities look similar to the civil service practices in terms of utilization of processes and procedures. Although EAW gives more flexibility to the managers, it seems that there is no spoils use of EAW on a large scale and managers try to avoid improper employment decisions and actions due to the impact of strong media scrutiny, transparency, and citizens` involvement. According to the interviewees` complaints, it can be argued that the concept of one size for any type of cities does not meet the expectations and does not result in satisfactory outcomes. The respondents did not contend that the civil service system is totally bad. However, they demanded a more flexible system in which they can make necessary arrangements if needed. They stated that that kind of a system would be more suitable for fulfilling their needs. In this sense, city type civil service system gives a little more flexibility to the management comparing state civil service system. After recognizing the use of EAW system in DFW Area, it can be possible to name these practices as "flexible civil service systems". Although these cities are EAW, their personnel policies and procedures as well as their execution of the system are almost similar to the civil service systems. In the final analysis, their system is more flexible, indeed. Therefore, one may ask, why EAW would not be the system of rapidly developing and changing suburban cities, considering all its rule-boundedness, process-oriented characteristic, and checks and balances embedded within the system.
