For last 25 years there has been growing scientific evidence on the potentially deteriorating effect of ammonia released in the process of agricultural production on the environment. In the last 15 years additional focus has been given to environmental and health impact of dust and VOC’s generated by farming activities. Only very recently is the contribution of agricultural production GHG’s to global warming recognised. In the book the various aspects of agricultural emissions are discussed. Its first part refers mainly to introductory, theoretical, and methodological issues. The second part gives the most recent data on national emissions, particularly these of Nitrogen species in selected individual European countries and the projections of their emission for all Europe. The third part which deals exclusively with ammonia brings comprehensive survey of its emission abatement potentials, the cost of appropriate actions and the difficulties in their practical implementation. It also considers the potential side effects of ammonia emission abatement measures.

In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

Book excerpt: In the EU-15, the contribution of the agricultural sector to total greenhouse gas emissions is almost 10%. In 2000, agriculture produced 390 Mt CO2 equivalent, a reduction of 6.4% since 1990. The agricultural sector is doing better than the total greenhouse gas emission reduction of 3.5% over the same period. Greenhouse gas emissions from agriculture consist primarily of methane (CH4) and nitrous oxide (N2O), greenhouse gases which are many times more powerful than carbon dioxide (CO2). Over the period 1990-2000, methane emissions fell by 7% (with a reduction of methane emissions from enteric fermentation of almost 9%) and nitrous oxide emissions by 5.5%. Over the period 1990-2000, there was a significant reduction in methane emissions in Accession Countries and greenhouse gas emissions from agriculture fell by more than 6% in EFTA countries.

Book excerpt: Greenhouse gas (GHG) emissions from agriculture (mainly methane and nitrous oxide emissions) and from Land Use, Land-Use Change and Forestry (LULUCF, mainly carbon dioxide emissions) have been traditionally addressed by different legislative initiatives, estimated through different accounting rules and assessed by different modelling tools, despite potentially arising from the same land parcel. This has created a fragmented view of how climate change impacts land-based actions at both the EU and Member State level. The revised LULUCF regulation proposed by the European Commission, and recently approved by the European Parliament and the Council, represents a step for the progressive integration of the LULUCF and agriculture sectors into a the Agriculture, Forestry and Other Land Uses (AFOLU) sectors, under the EU's overall emission reduction targets. The aim of this report is to test the integration of several sectoral modelling tools in a consistent manner for assessing GHG emissions and removals of the European AFOLU sectors. This should allow for a better understanding of the complex interactions between these different sectoral components and to inform decision-making about the overall emission mitigation potential that these sectors can provide in the future. Such comprehensive and integrated approach is needed to correctly evaluate ex-ante climate neutrality in the AFOLU sectors, including the "how to get there" through a combination of management measures, technological solutions and sustainable land management practices. This report illustrates the challenges of integrating different modelling tools to account for complex land use changes. It also explores the uncertainties underlying model assumptions and how different policies and technological options impact EU markets and the environment.
