While the so-called BRICS (Brazil, Russia, India, China, and South Africa) receive most of the attention in business, government, security, and media circles, several other countries have become influential regional--if not yet global--players, including Indonesia, Mexico, Nigeria, and Turkey. [...] To the extent that economic power translates into political and military power, the United States will be faced with multidimensional challenges in the years to come. [This report] evaluates the implications for the U.S. and global defense industries. [...] This [paper] starts out with an overview of global arms production and trade. From there, the direction turns to BRICS and Turkey, with an overview of each country's most significant current issues, termed 'macro-variables.' [...] The six countries analyzed in this [paper] represent the primary non-Western countries that are active in either importing or exporting weapons or both, and either currently have or hold the conditions to develop a vibrant defense industrial base over the next decade or two. This evaluation is followed by an overview of each country's defense industrial base, with an assessment of their capabilities and economic orientation regarding domestic versus global sales and, at the international level, the likely recipients based on the global interests of these countries. Four recommendations are made to address the developments in these six countries.

This book advocates a regional geopolitical approach to explaining donor-donor relationships and provides a multidisciplinary critical assessment of the contemporary debates on emerging powers and foreign aid, bringing together economic and geopolitical approaches in the light of the 2015 completion of the Millennium Development Goals (MDGs). Moving away from established debates assessing the advantages and disadvantages of foreign aid, this book challenges the current geopolitical assumptions of the emerging powers concerning issues such as 'south-south' solidarity, shared development experience and 'multipolarity'. The United States currently faces a dilemma with regard to China and others over whether to embrace competition and thus substantial present-day costs or collaborate with its rivals to garner short-term gains while letting them become more powerful. This problem lends considerable urgency to the lessons to be learned from Over the Horizon. David M. Edelstein analyzes past rising powers in his search for answers that point the way forward for the United States as it strives to maintain control over its competitors. Edelstein focuses on the time horizons of political leaders and the effects of long-term uncertainty on decision-making. He notes how state leaders tend to procrastinate when dealing with long-term threats, hoping instead to profit from short-term cooperation, and are reluctant to act precipitously in an uncertain environment. To test his novel theory, Edelstein uses lessons learned from history’s great powers: late nineteenth-century Germany, the United States at the turn of the twentieth century, interwar Germany, and the Soviet Union at the origins of the Cold War. Over the Horizon demonstrates that cooperation between declining and rising powers is more common than we might think, although declining states may later regret having given upstarts time to mature into true threats.
