Most foreign aid transactions are unilateral and financially unreciprocated, yet donors expect to benefit from them.Previous research dealing with foreign aid has analyzed the main donor motives and interests in providing financial support. This book offers an in-depth analysis of the invisible political or social 'exchange' taking place between recipient countries and donors when a grant agreement is signed. Focusing on Egypt, Jordan, Palestine and Israel - the main beneficiaries of Western foreign aid – the book uses gift theories and theories of social exchange to show how international social bonds are shaped by foreign aid and in what ways recipient countries are obliged to return the 'gift' they receive. Foreign aid is a means of buying 'stability' or 'democracy' in the region but Beata Paragi is interested here to understand the actual feasibility of Western assistance. Looking at the context of the Arab Spring, the book examines how aid impacts on a recipient country's domestic political events such as war, the quest for self-determination, the struggle against occupation and the fight for dignity. Bush took office in January 2001, America's influence in the Middle East was relatively strong, and adversarial states were largely marginalized and contained. Its veneration, however, has done more to obscure than to reveal the actual nature of the era's monetary system. In The Anatomy of an International Monetary Regime, Giulio M. Gallarotti addresses the nature of the classical gold standard in its international context, offering the first comprehensive and systematic treatment of the subject. Three fundamental questions are essential to the discussion: How did the regime originate? How did it work? Why did it persist? Gallarotti uses an interdisciplinary approach that draws upon politics, economics, and ideology to explain the answers. He challenges traditional assumptions about the period, arguing that cooperation among nations or central banks was not a principal factor in either the origin or stability of the system, and that neither the British state nor the Bank of England were the leaders or managers of the gold standard. Rather, a decentralized process involving the status of gold, industrialization and economic development, the politics of gold, and liberal economic ideology provided converging incentives for starting and maintaining the system. Gallarotti's study presents the most comprehensive and interdisciplinary examination available of the nature of monetary relations in the four decades before World War I. His important, revisionist view will alter the way we think about a crucial period in the growth of the international monetary system. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.
