Book excerpt: This report examines the practice of recruiting externally to the senior civil service (SCS). Outside recruitment has been used to fill skills shortages and to bring new perspectives to government, but has also been criticised for potentially diluting core civil service values and for being poor value for money. PASC concludes that the senior civil service has depended too heavily on external recruitment in recent years, and should now take steps to reduce its reliance on outside appointments. PASC also found that external recruits do not appear to perform better than career civil servants - despite being paid more, on average - and many leave civil service employment relatively quickly. Nonetheless, given the existence of skills gaps and the other benefits that external recruits can bring, PASC believes that there will continue to be a place for outside appointments in civil service recruitment. PASC further concludes that the extent of recent external recruitment is symptomatic of a wider concern: the ability of the civil service to identify its current and future skills needs, and to plan effectively to meet those needs. PASC recommends that the emphasis of civil service employment policy should be on developing its own people and skills, rather than seeking to draw these in from outside.

Book excerpt: Climate change threatens to destroy gains made in poverty reduction in many developing countries. Substantial funding will be needed to help poor countries tackle climate change. This funding must be additional to pledges already made for development assistance because developing countries are not responsible for the emissions which have caused climate change and the estimated costs cannot be met from existing development assistance or national budgets. The current economic crisis could derail efforts to tackle climate change or it could provide an opportunity to chart a new "greener" growth strategy in developing. Climate change should be central to the Department for International Development's (DFID's) work in developing countries and it needs to start establishing comprehensive climate change programmes. Sustainable management of the natural resource base is vital. DFID has focussed on water resources management and it should now consider the creation of marine and forestry management strategies to ensure that these sectors can continue to contribute to economic growth, in a sustainable manner. Developed countries should ensure that actions taken to reduce emissions do not impact negatively on developing countries. Tourism and export horticulture are important contributors to poverty reduction in many poor countries and these sectors should be supported to increase their pro-poor benefits and reduce their climate change impact. There is a need for more research into low carbon options which are appropriate for poor countries and for mechanisms to facilitate knowledge and technology transfer. The Copenhagen Conference to decide the successor to the Kyoto Agreement must agree stringent emission reduction targets or increase the risk of more severe climate change impacts.

It also examines the Commissioner's evaluation of the support given to her by the Ministry of Defence during the year. The report sets out the background to the creation of the role and details the Service Complaints System that is explained to Service personnel in Joint Service Publication 831 (issued December 2008). Finally the Committee considers how the Commissioner has operated in her first year. The Commissioner has set clear aims, values and objectives for her office: understanding the environment of the three Services, delivering good customer service, ensuring widespread knowledge of the new system, establishing a reliable recording system for complaints, ensuring effective integration of the SCC and Tri-Service systems, establishing expectations and requirements, and delivering her annual report on time. The Committee commends Dr Atkins for her regular and frequent visits to military bases and to operational theatre to gain an understanding of the environment of the three Services, and how the complaints system operates in practice. Knowledge in the Services of the Commissioner and her role is patchy and more should be done by the Ministry to improve that. Staff resources should also be increased. It is still too early to decide whether the Commissioner has sufficient powers. The next annual report should be presented formally to Parliament.

The Committee also highlights the development of "food colonialism" or "land grabbing"- a phenomenon that involves the large-scale acquisition of land overseas by wealthy investors in order to grow food for people in the investor country. The report also calls for an urgent increase in spending on public-sector food and farming research.

Book excerpt: Although there has been a lot written about how counter-terrorism laws impact on human rights and civil liberties, most of this work has focussed on the most obvious or egregious kinds of human rights abrogation, such as extended detention, torture, and extraordinary rendition. Far less has been written about the complex ways in which Western governments have placed new and far-reaching limitations on freedom of speech in this context since 9/11. This book compares three liberal democracies - the United States, the United Kingdom and Australia, in particular showing the commonalities and similarities in what has occurred in each country, and the changes in the appropriate parameters of freedom of speech in the counter-terrorism context since 9/11, achieved both in policy change and the justification for that change. In all three countries much speech has been criminalized in ways that were considered anachronistic, or inappropriate, in comparable policy areas prior to 9/11. This is particularly interesting because other works have suggested that the United States' unique protection of freedom of speech in the First Amendment has prevented speech being limited in that country in ways that have been pursued in others. This book shows that this kind of argument misses the detail of the policy change that has occurred, and privileges a textual reading over a more comprehensive policy-based understanding of the changes that have occurred. The author argues that we are now living a new-normal for freedom of speech, within which restrictions on speech that once would have been considered aberrant, overreaching, and impermissible are now considered ordinary, necessary, and justified as long as they occur in the counter-terrorism context. This change is persistent, and it has far reaching implications for the future of this foundational freedom.

Book excerpt: The demise on 3 June 2009 of Dairy Farmers of Britain (DFB) resulted in substantial losses for its 1,813 farmer members. It also resulted in more than a thousand job losses. A market crash was avoided, thanks to the positive response of - among others - the receivers, the Department for Environment, Food and Rural Affairs (Defra), the Welsh Assembly Government, and, in general the dairy industry itself. The Committee believes the way in which DFB pursued its vertical integration strategy was over-ambitious. No single factor caused the demise of the DFB although the purchase of Associated Cooperatives Creameries (ACC) for a total of £81 million in 2004 had lasting repercussions. They are satisfied that DFB did not fail because it was a co-operative. However, its failure draws attention to a number of ways in which UK dairy co-operatives could be strengthened. Defra should be offering advice and assistance and they are urged to set up a task force comprising the Financial Services Authority, members of the banking community and industry representatives to investigate ways to overcome constraints on capitalising agricultural co-operatives. Defra must also raise with the Treasury the need to ensure that farmers are not taxed on money that is only notionally paid out to them and actually retained by their co-operative. They also recommend that Defra produce a report examining governance and capital raising arrangements in successful co-operatives overseas. The collapse of DFB also draws attention to the urgent need to update insolvency legislation as it applies to co-operatives.
