This book was released on 2015-07-22 with total page 673 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.

Book excerpt: The Culture of Secrecy is the first comprehensive study of the restriction of official information in modern British history. It seeks to understand why secrets have been kept, and how systems of control have been constructed - and challenged - over the past hundred and sixty years. The authortranscends the conventional boundaries of political or social history in his wide-ranging diagnosis of the `British disease' - the legal forms and habits of mind which together have constituted the national tradition of discreet reserve. The chapters range across bureaucrats and ballots, gossip andgay rights, doctors and dole investigators in their exploration of the ethical basis of power in the public, professional, commercial and domestic spheres. Professor Vincent examines concepts such as privacy and confidentiality, honour and integrity, openness and freedom of expression, which haveserved as benchmarks in the development of the liberal state and society.

Available in PDF, EPUB and Kindle. Book excerpt: Of all the major cities of Britain, London, the world metropolis, was the last to acquire a modern municipal government. Its antiquated administrative system led to repeated crises as the population doubled within a few decades and reached more than two million in the 1840s. Essential services such as sanitation, water supply, street paving and lighting, relief of the poor, and maintenance of the peace were managed by the vestries of ninety-odd parishes or precincts plus divers ad hoc authorities or commissions. In 1855, with the establishment of the Metropolitan Board of Works, the groundwork began to be laid for a rational municipal government. Owen tells in absorbing detail the story of the operations of the Metropolitan Board of Works, its political and other problems, and its limited but significant accomplishments--including the laying down of 83 miles of sewers and the building of the Thames Embankments--before it was replaced in 1889 by the London County Council. His account, based on extensive archival research, is balanced, judicious, lucid, often witty and always urbane.

Available in PDF, EPUB and Kindle. Book excerpt: In 2008 the Social Fund had been in operation for 20 years. This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.

Available in PDF, EPUB and Kindle. Book excerpt: The distribution of food played a considerable yet largely unrecognized role in the economic history of Victorian and Edwardian Britain. In the midst of rapid urbanization and industrialization, retail competition intensified and the channels by which food made it to the market became vital to the country's economic success. Illustrating the pivotal importance of food distribution in Britain between 1830 and 1914, The Social Cost of Cheap Food argues that labour exploitation in the distribution system was the key to cheap food. Through an analysis of labour dynamics and institutional changes in the distributive sector, Sébastien Rioux demonstrates that economic development and the rising living standards of the working class were premised upon the growing insecurity and chronic poverty of street sellers, shop assistants, and small shopkeepers. Rioux reveals that food distribution, far from being a passive sphere of economic activity, provided a dynamic space for the reduction of food prices. Positing food distribution as a core element of social and economic development under capitalism, The Social Cost of Cheap Food reflects on the transformation of the labour market and its intricate connection to the history of food and society.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a continuation of the prestigious series which is drawn from the papers of the biennial Cambridge Tax Law History Conference. The authors are a mix of academics and senior tax professionals from the judiciary and practice with representatives from 9 countries. The series continues to investigate current tax policy debates in an historical context. The papers fall within 3 basic categories: 1. UK and Irish tax, looking at a variety of topics such as tax administration, cases and judges (Whitney, Singer, Viscount Radcliffe), the taxation of royal forests, the taxation of spirits, and income tax transition in the Irish Free State; 2. International taxation, with chapters on the role of international organisations (OECD, League of Nations) and on South Africa's early attempts to address double taxation (tax treaties); and 3. Non-UK tax systems, including chapters on the legacy of colonial influence (Dutch East Indies), early developments in China, New Zealand, and the USA, an influential Canadian report (Carter Commission), development of the GAAR in Scandanavia, and the receipt of Roman tax law in Europe.
