A mere manual of directions for giving tests and scoring the papers will not develop a professional Spirit among teachers in this field. They must under stand the fundamental principles, or the work becomes purely mechanical and non-professional. It has been the aim of the author to present the fundamental principles in non-technical language, as far as it is possible to do so, and to confine the statistical treatment of the data almost entirely to simple operations in arithmetic.
