Edward Tufte, a political scientist who covered the 1976 Presidential election for Newsweek, seeks to do just that. The consequences of Eisenhower's last recession, of Ford's unwillingness to stimulate the economy, of Carter's stalled recovery were electorally fatal, whereas Johnson's, Nixon's, and Reagan's successes in presiding over rising employment and real incomes helped win elections. The book develops a major theory of macroeconomic policy action that explains why priority is given to growth, unemployment, inflation, and income distribution shifts with changes in partisan control of the White House. The analysis shows how such policy priorities conform to the underlying economic interests and preferences of the governing party's core political supporters. Throughout the study Hibbs is careful to take account of domestic institutional arrangements and international economic events that constrain domestic policy effectiveness and influence domestic economic outcomes. Hibbs's interdisciplinary approach yields more rigorous and more persuasive characterizations of the American political economy than either purely economic, apolitical analyses or purely partisan, politicized accounts. These appear to be simple questions, but answering them is difficult. And they may appear to be trivial questions to those who contend that elections in the western democracies are, at best, placebos that disguise the real dynamics of power in societies still mostly characterized by the capitalist mode of production, even if the economy is directed by government. This is an argument we do not propose to address. We do believe that free, popular elections matter and that they make a difference precisely because, at periodic intervals, they set the limits or constraints within which capitalist as well as anticapitalist elites pursue their economic and political goals. To oppose the voice of the people to the people's manipulation by elites, it seems to us, creates an unnecessary dualism. This dualism is not useful because it cannot come to grips with the question of how and why popular electorates respond as they do to more or less elite-managed economies, and how and why elites, in turn, take account of or are responsive to whatever messages they may receive from the electorate.

This book argues that these problems are caused by the failure to take account of electoral competition between parties. A research strategy to correct this problem is designed and applied to investigate effects of economic conditions on (individual) voter choices and (aggregate) election outcomes over 42 elections in 15 countries. It shows that economic conditions exert small effects on individual party preferences, which can have large consequences for election outcomes. In countries where responsibility for economic policy is clear, voters vote retrospectively and reward or punish incumbent parties - although in coalition systems smaller government parties often gain at the expense of the largest party when economic conditions deteriorate. Where clarity of responsibility for economic policy is less clear, voters vote more prospectively on the basis of expected party policies.

This interaction is examined using the expectational Phillips curve model, which measures macroeconomic outcomes in terms of inflation and unemployment. In this book, the subject of macroeconomic politics mainly focuses on voter behavior, presidential re-election ambition, and political party priorities. These factors influence the macroeconomic policy actions of the president, Congress, and the central bank. This analysis takes into account both fiscal and monetary policies. Our examination of citizen sentiment is based on rational voter theory and the median voter model. We compare the effects of macroeconomic farsightedness versus shortsightedness among voters. We also contrast the conservative versus liberal perspectives on macroeconomic policy and performance. The empirical component of our analysis examines the electoral and partisan political business cycle effects upon the U.S. economy, and we find evidence of idiosyncratic effects during the time frame of 1961 through 2014. Finally, we discuss macroeconomic influence on various measures of voter sentiment, such as presidential job approval as well as presidential and congressional election outcomes.
