Book excerpt: This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

Book excerpt: Around the world, familiar ideological conflicts over the market are becoming increasingly territorialized in the form of policy conflicts between national and subnational governments. Thanks to a series of trends like globalization, democratization, and especially decentralization, subnational governments are now in a position to more effectively challenge the ideological orientation of the national government. The book conceptualizes these challenges as operating in two related but distinct modes. The first stems from elected subnational officials who use their authority, resources, and legitimacy to design, implement, and defend subnational policy regimes that deviate ideologically from national policy regimes. The second occurs when these same officials use their authority, resources, and legitimacy to question, oppose, and alter the ideological content of national policy regimes. The book focuses on three similarly-situated countries in Latin America where these two types of policy challenges met different fates; neither challenge succeeded in Peru, both succeeded in Bolivia, and Ecuador experienced an intermediate outcome marked by the success of the first type of challenge (i.e. the defence of a deviant, neoliberal subnational policy regime) and the failure of the second (i.e. the inability to alter a statist national policy regime). Derived from the in-depth study of these countries, the book's theoretical argument emphasizes three critical variables: 1) the structural significance of the territory over which subnational elected officials preside, 2) the level of institutional capacity they can harness, and 3) the strength of the societal coalitions they can build both within and across subnational jurisdictions. Book excerpt: This book addresses the political ecology of the Ecuadorian petro-state since the turn of the century and contextualizes state-civil society relations in contemporary Ecuador to produce an analysis of oil and Revolution in twenty-first century Latin America. Ecuador’s recent history is marked by changes in state-citizen relations: the election of political firebrand, Rafael Correa; a new constitution recognizing the value of pluriculturality and nature’s rights; and new rules for distributing state oil revenues. One of the most emblematic projects at this time is the Correa administration’s Revolución Ciudadana, an oil-funded project of social investment and infrastructural development that claims to blaze a responsible and responsive path towards wellbeing for all Ecuadorians. The contributors to this book examine the key interventions of the recent political revolution—the investment of oil revenues into public works in Amazonia and across Ecuador; an initiative to keep oil underground; and the protection of the country’s most marginalized peoples—to illustrate how new forms of citizenship are required and forged. Through a focus on Amazonia and the Waorani, this book analyzes the burdens and opportunities created by oil-financed social and environmental change, and how these alter life in Amazonian extraction sites and across Ecuador.
