The principal innovation of this legislation-the provision to impose penalties on employers who knowingly hire undocumented immigrants-was a response to this concern. This effort at restriction was tempered in IRCA by other provisions permitting the legalization of two types of undocumented immigrantsthose who had resided in the United States since January 1, 1982; and what were called special agricultural workers (SAWs), persons who had worked in perishable crop agriculture for at least 90 days during specified periods from 1983 to 1986. Approximately 3.1 million persons sought legalization (what is popularly referred to as amnesty) under these two provisions. The breakdown was roughly 1.8 million under the regular program and 1.3 million as SAWs. Mexicans made up 75 percent of the combined legalization requests."

Surprising studies show how coca cultivation may be environmentally conservative and how it can underwrite traditional culture. At the same time, both politically and economically, Bolivian society has been transformed by coca and the cocaine trade and efforts to combat them. These efforts, concentrating on supply-side interdiction and coca eradication, have had negative impacts within Bolivia, have damaged the relationship between Bolivia and the United States, and have been ineffective in stemming the flow of cocaine to consuming countries.

This study by experts in the United States and Latin America offers a coherent proposal for economic stabilization and structural adjustment to restore economic growth—but growth with equity—to this distressed country. The contributors provide background analysis and thorough diagnosis of Peru's economic problems. They explain how inconsistent populist policies and the ensuing economic crisis have caused the standard of living to deteriorate dramatically, paving the way for significant expansion of social violence, political instability, and isolation from the international financial community. Peru's Path to Recovery offers an adjustment program that is sound but also is complemented by a social support program to assist the poor - those who have suffered the most from previous disadjustment.
