Book excerpt: The principal human rights problems stemmed from widespread corruption; weaknesses in the judiciary and the security forces that contributed to high levels of impunity; and abuse, including domestic violence, discrimination, and commercial sexual exploitation of women and children, particularly among armed groups and gangs. Other human rights problems included unlawful killings and cruel treatment by security forces; harsh and life-threatening prison conditions; lengthy pretrial detention; restrictions on freedom of speech and press; trafficking in persons; human smuggling, including of unaccompanied children; and discrimination against persons with disabilities and persons with HIV/AIDS. There was also widespread discrimination and some violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons. Child labor, violence against labor activists, and inadequate enforcement of labor laws were problems as well. Impunity persisted despite government steps to dismiss and prosecute some officials who committed abuses within security forces and the justice system.

Download or read book Freedom of Expression in El Salvador written by Lawrence Michael Ladutke and published by McFarland. This book was released on 2015-02-13 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: Both academics and diplomats frequently cite postwar El Salvador as an example of successful conflict resolution and democratization. Salvadoran human rights advocates, however, have had to continually and publicly express their support of key provisions in the 1992 peace accords. This freedom of expression contributed to the punishment of those responsible for the murder of opposition leader Francisco Velis and medical student Adriano Vilanova. Human rights advocates have been less successful in other areas, however, including their opposition to amnesty laws for wartime human rights violators and their work against vigilante death squads. This study covers the 1992 peace accords, which include the removal of human rights abusers from the military, the creation of a truth commission and the demilitarization of public security. It also discusses the troubling indications that the government is once again reducing the space available for freedom of expression, including the undermining of the Office of the Human Rights Counsel, the hostile attitude of President Francisco Flores, evidence of internal espionage and a changing international context. Later chapters focus on police reform. The book concludes by presenting some suggestions for increasing freedom of expression in transitional societies such as El Salvador. There is much evidence that shows human rights are likely to be a better protected right when citizens and civil society institutions routinely exercise their right to freedom of expression.

Book Synopsis "We Can Arrest Anyone We Want" by : Juan Pappier
Download or read book "We Can Arrest Anyone We Want" written by Juan Pappier and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In March 2022, El Salvador's Legislative Assembly adopted a 'state of emergency,' suspending rights in the name of fighting gang violence. Security forces have since conducted hundreds of raids, particularly in low-income neighborhoods, arresting over 58,000 people, including more than 1,600 children. 'We Can Arrest Anyone We Want' documents widespread human rights violations committed during the state of emergency. These violations include arbitrary arrests, enforced disappearances, torture and other ill-treatment of detainees, and due process violations. Many detainees have died in custody. This joint report by Human Rights Watch and Cristosal shows that police and soldiers have carried out similar abuses repeatedly, across the country, and throughout a period of several months. President Nayib Bukele's dismantling of judicial independence has enabled violations, and government policies and senior officials' rhetoric have incentivized abuses."--Page 4 of cover.
