Book excerpt: This book analyses the topic of protecting traditional cultural expressions (TCEs) in Latin America. It questions classic legal approaches and involves the interface of anthropology and law. The study analyses regional, national and local particularities of law on paper and law in reality. It includes personal fieldwork research in selected countries and puts light on the political, socio-economic and environmental dimension of the topic. Based upon these insights, the study gives recommendations for a more enhanced, interdisciplinary understanding and protection of TCEs. Latin America is (still) rich of cultural traditions and bio- and sociodiversity. This region is the cradle of the international discussion on protecting TCEs. The national situations are diverse and allow conclusive comparisons. Some countries have established concrete protection systems, like Panama, and made useful experiences. It is time to resume: What do TCEs really mean? Should they be protected by law and if so, how? What can we learn from the practical experiences made so far? The following is clear: The true test for any new legislation – in Latin America and elsewhere – is its impact on the everyday life.

Book excerpt: This book studies how the rhetoric of travel introduces different conceptualizations of space and time in scenarios of war during the last decades of the 19th century, in Argentina, Brazil, Paraguay, and Uruguay. By examining accounts of war and travel in the context of the consolidation of state apparatuses in these countries, Uriarte underlines the essential role that war (in connection to empire and capital) has played in the Latin American process of modernization and state formation. In this book, the analysis of British and Latin American travel narratives proves particularly productive in reading the ways in which national spaces are reconfigured, reimagined, and reappropriated by the state apparatus. War turns out to be a central instrument not just for making possible this logic of appropriation, but also for bringing temporal notions such as modernization and progress to spaces that were described — albeit problematically — as being outside of history. The book argues that wars waged against "deserts" (as Patagonia, the sertão, Paraguay, and the Uruguayan countryside were described and imagined) were in fact means of generating empty spaces, real voids that were the condition for new foundations. The study of travel writing is an essential tool for understanding the transformations of space brought by war, and for analyzing in detail the forms and connotations of movement in connection to violence. Uriarte pays particular attention to the effects that witnessing war had on the traveler’s identity and on the relation that is established with the oikos or point of departure of their own voyage. Written at the intersection of literary analysis, critical geography, political science, and history, this book will be of interest to those studying Latin American literature, Travel Writing, and neocolonialism and Empire writing.

Available in PDF, EPUB and Kindle. Book excerpt: •It analyses culture during the Argentinian crisis from an interdisciplinary angle (literature, cinema, art and music). •Wide-ranging material: ‘highbrow’ art (Leonel Luna), popular culture (cumbia villera), cultural products that challenge these distinctions (César Aira, Martín Rejtman), and political art (Grupo de Arte Callejero). •The only book in English to focus comprehensively on race and nation in contemporary Argentina from a cultural studies perspective. •A broad understanding of the crisis (late 1990s to mid-2000s), which implies a more comprehensive account of this event. •Due to its analysis of white middle-class identity in Argentina, the book is also a contribution to the emerging field of whiteness studies in Latin America. •The book looks at a trend that would eventually affect the US and Europe in the aftermath of the 2008 financial crisis: how disaffection caused by neoliberalism triggered in people a concern with national identity which, in many cases, led to a rise of nativism and racism (e.g. Brexit, Trump’s election).

Book excerpt: The Andes are attracting global interest again: they hold valuable mineral resources, tourists appreciate their great natural beauty and the diversity of indigenous cultures, climbers scale rock and ice faces, while many others are intrigued by regional political developments, such as the Bolivarian revolution in Venezuela or the almost unfettered hegemony of the neoliberal economic model in Chile. This volume is the first attempt for decades to present a complete overview of the longest mountain chain on the planet – a region of remarkable climatic, floristic and geologic diversity, where advanced civilization developed well before the arrival of the Spanish. Today the Andes continue to be characterized by their ethnic, demographic, cultural and economic diversity, as well as by the disparity of local socioeconomic groups. The Andean countries pursue a wide range of approaches to tackle the challenges of making the best use of their natural and cultural potential without damaging their ecological basis, as well as to overcome economic disparity and foster social cohesion. This book provides insights into this unique region and its most pressing issues, complemented by a wealth of pictures and comprehensive diagrams, which, in sum, help to better understand these fascinating mountains.

Available in PDF, EPUB and Kindle. Book excerpt: The Return of Cultural Heritage to Latin America takes a new approach to the question of returns and restitutions. It is the first publication to look at the domestic politics of claiming countries in order to understand who supports the claims and why. Drawing on analysis of articles published in national newspapers and archival documents and interviews with individuals involved in return claims, the book demonstrates that such claims are inherently political. Focusing on Colombia, Mexico, and Peru, the book analyses how return claims contribute to the strengthening of state-sponsored discourses on the nation; the policy formation process that leads to the formulation of return claims; and who the main actors of the claims are, including civil society individuals, experts, state authorities, and Indigenous communities. The book proposes explanations for why Latin American countries are interested in specific objects held in Western museums and why these claims have come to light over the past three decades. The Return of Cultural Heritage to Latin America argues that return claims ought to be the object of public debate, allowing contemporary societies to address the legacy of colonialism. The book will be essential reading for scholars and students engaged in the study of museums and heritage, political science, history, anthropology, cultural policy, and Latin America.
