Promocionada como una modernización necesaria de las políticas de empleo, esta nueva estrategia de lucha contra el desempleo trata de combinar flexibilidad en el mercado laboral con políticas complementarias de seguridad, que redefinen por completo el marco de las relaciones laborales existentes hasta ahora, haciendo énfasis en la importancia de las políticas de activación entre los desempleados. El objetivo de este trabajo de investigación es la de analizar dicho paradigma de la flexiguridad y su aplicación particular en el caso de España. Para ello, se presenta una detallada discusión teórica del concepto, junto a dos análisis complementarios: por una parte, un detallado análisis del discurso de la legislación en materia de relaciones laborales en España, en el que reconstruimos la incorporación de la flexiguridad como eje de la política de empleo española más reciente; por otro, un conjunto de estudios de caso en los que, a partir de entrevistas cualitativas a diferentes actores de los servicios públicos de empleo, se trata de investigar cómo se gestiona, en la práctica, la construcción política de la flexiguridad. El análisis de estas experiencias de intervención desvela, de forma llamativa, las paradojas ante las que se enfrenta gran parte de los nuevos modos de hacer frente al desempleo que incorporan esta nueva filosofía.
