This service plays an important role in defining identity, citizenship, masculinity, state formation, and civil-military relations in twentieth-century Bolivia. The project of obligatory military service originated as part of an attempt to restrict the power of indigenous communities after the 1899 civil war. During the following century, administrations (from oligarchic to revolutionary) expressed faith in the power of the barracks to assimilate, shape, and educate the population. Drawing on a body of internal military records never before used by scholars, Elizabeth Shesko argues that conscription evolved into a pact between the state and society. It not only was imposed from above but was also embraced from below because it provided a space for Bolivians across divides of education, ethnicity, and social class to negotiate their relationships with each other and with the state. Shesko contends that state formation built around military service has been characterized in Bolivia by multiple layers of negotiation and accommodation. The resulting nation-state was and is still hierarchical and divided by profound differences, but it never was simply an assimilatory project. It instead reflected a dialectical process to define the state and its relationships.

Book excerpt: From the sixteenth through the mid-nineteenth centuries, Spain, then Mexico, and finally the United States took ownership of the land from the Gulf Coast of Texas and Mexico to the Pacific Coast of Alta and Baja California—today's American Southwest. Each country faced the challenge of holding on to territory that was poorly known and sparsely settled, and each responded by sending out military mapping expeditions to set boundaries and chart topographical features. All three countries recognized that turning terra incognita into clearly delineated political units was a key step in empire building, as vital to their national interest as the activities of the missionaries, civilian officials, settlers, and adventurers who followed in the footsteps of the soldier-engineers. With essays by eight leading historians, this book offers the most current and comprehensive overview of the processes by which Spanish, Mexican, and U.S. soldier-engineers mapped the southwestern frontier, as well as the local and even geopolitical consequences of their mapping. Three essays focus on Spanish efforts to map the Gulf and Pacific Coasts, to chart the inland Southwest, and to define and defend its boundaries against English, French, Russian, and American incursions. Subsequent essays investigate the role that mapping played both in Mexico's attempts to maintain control of its northern territory and in the United States' push to expand its political boundary to the Pacific Ocean. Moreover, this transnational scenario reveals how military construction reached beyond cross-borders themes and histories from the age of imperialism. As such, this book provides valuable insights into the role of military engineers in the process of articulating new American countries from the late 18th to 19th century. While this time period is full of international and local conflicts, it remains essential for understanding the region’s history – from the Gulf of Mexico to the Caribbean Sea – and even its current situation. Due to independence movements and Spain’s Decree of Free Trade (1778), the region’s connection with Europe changed dramatically. This affected the entire American continent, but had a particularly peculiar in the Caribbean and the Gulf of Mexico. For this reason, this volume underlines the key role of military engineers on other fields, from railroad design to environmental intervention, through cartographical works, and in diplomacy, all the while overcoming the traditional perspective of military engineers as being only builders of structures for war.
