Book excerpt: La robotización y digitalización del sistema productivo está generando un reordenamiento del mercado de trabajo que, a medio o largo plazo, puede implicar la sustitución de la fuerza de trabajo humana por robots dotados de inteligencia artificial, lo que exigirá que muchas personas trabajadoras tengan que reconvertirse y adaptarse a las nuevas profesiones o tareas emergentes. Los modelos de negocio surgidos al amparo de la digitalización de la economía, como los basados en el uso de plataformas digitales de trabajo, con sus pretensiones desreguladoras, han motivado la reacción de los Tribunales de Justicia en defensa de la laboralidad de las prestaciones de servicios realizadas en el marco de las plataformas digitales de trabajo. También a nivel legislativo se observa ya una incipiente ordenación jurídica tanto de esas plataformas digitales como del teletrabajo, máxima expresión del trabajo a distancia, sin limitaciones de tiempo y espacio. La sociedad se enfrenta a una serie de desafíos fruto de la robotización del proceso productivo a nivel legal sin precedentes, como en el caso de las responsabilidades jurídicas derivadas del uso de robots, el estatus legal de los mismos, las implicaciones económicas y psicosociales de la automatización de los procesos, y la necesidad de establecer nuevas fórmulas de distribución del tiempo de trabajo o de la gestión del ocio. El nuevo paradigma tecnológico electrónico está afectando también a los derechos laborales fundamentales de las personas trabajadoras, con la introducción de nuevas formas de control empresarial que impactan sobre el derecho fundamental a la intimidad personal o contra el derecho humano a la salud, lo que ha exigido la implementación legal del derecho a la desconexión digital. Las repercusiones de la digitalización y robotización de la economía han llegado asimismo al ámbito de la Seguridad Social, donde vienen barajándose nuevas fórmulas de protección social que hagan frente a las incertidumbres del mercado de trabajo futuro, como la renta básica universal o el nuevo ingreso mínimo vital, así como nuevas técnicas de sostenibilidad financiera del sistema de Seguridad Social, como la cotización social de los robots o la implantación de métodos de financiación alternativos.

The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

But it is this information and operational knowledge which makes up most of the business value of the enterprise and which enables it to compete in the marketplace. Therefore, sufficient and timely information access is a prerequisite for its efficient use in the operation of enterprises. It is the aim of the ESPRIT project AMICE to make this knowledge base available enterprise-wide. During several ESPRIT contracts the project has developed and validated CIMOSA: Open System Architecture for CIM. The CIMOSA concepts provide operation structuring based on cooperating processes. Enterprise operations are represented in terms of functionality and dynamic behaviour (control flow). Information needed and produced, as well as resources and organisational aspects relevant in the course of the operation are modelled in the process model. However, the different aspects may be viewed separately for additional structuring and detailing during the enterprise engineering process.

Prior to the age of electronic communication, the only mechanism for reaching large numbers of individuals was the newspapers. In World War I, he saw how opportunistic nations used the newspapers to serve their often nefarious aims. Lippmann, however, believed that in the hands of super-intelligent, disinterested, omni-benevelont 'experts, ' the 'mass media' could bring about world peace. The school system, the advent of radio, and of course, the television, were arriving or coming along shortly. Each allowed a small group of people the ability to manage a much larger group, inspiring optimism among liberals and progressives that with the right forumula, the horrors seen in World War I would never occur again. Lippmann wrote "Public Opinion" in 1922, shortly after World War I. In 1924, a certain Adolf Hitler would be spending time in jail. If this merited any mention in any newspaper, it is doubtful that no expert paid it any mind. 1939 was, after all, a long way off.
