Book excerpt: Comparative Politics is a series for students and teachers of political science that deals with contemporary issues in comparative government and politics. The General Editors are Max Kaase, Professor of Political Science, Vice President and Dean, School of Humanities and Social Science, International University Bremen, Germany; and Kenneth Newton, Professor of Comparative Politics, University of Southampton. The series is published in association with the European Consortium for Political Research. Today, parliamentarism is the most common form of democratic government. Yet knowledge of this regime type has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. This book argues that representative democracies can be understood as chains of delegation and accountability between citizens and politicians. Under parliamentary democracy, this chain of delegation is simple but also long and indirect. Principal-agent theory helps us to understand the perils of democratic delegation, which include the problems of adverse selection and moral hazard. Citizens in democratic states, therefore, need institutional mechanisms by which they can control their representatives. The most important such control mechanisms are on the one hand political parties and on the other external constraints such as courts, central banks, referendums, and supranational institutions such as those of the European Union. Traditionally, parliamentary democracies have relied heavily on political parties and presidential systems more on external constraints. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. They show that political systems with cohesive and competitive parties and strong mechanisms of external constraint solve their democratic agency problems better than countries with weaker control mechanisms. But in many countries political parties are now weakening, and parliamentary systems face new democratic challenges. Delegation and Accountability in Parliamentary Democracies provides an unprecedented guide to contemporary European parliamentary democracies. As democratic governance is transformed at the dawn of the twenty-first century, it illustrates the important challenges faced by the parliamentary democracies of Western Europe.

This book develops an original theoretical framework for the study of party institutionalisation, and draws on a wide range of empirical sources to offer new insights into the causes of the UCD's collapse.

This book is based on a common framework which enables the reader to compare the origins, structure, composition and activities of these cabinets and to draw lessons from this comparison. Emphasis is placed on the leadership and on the character of coalitions. When West European ministers are working ever more closely together, a knowledge of the life of national cabinets is vital as is an understanding of the differences between types of cabinet decision-making in the context of the reforms proposed of Western European governments.

Available in PDF, EPUB and Kindle. Book excerpt: During recent years, constitutional issues have claimed increasing attention in many European countries. The social and political transformations in Central and Eastern Europe have thrust constitutional debates to the fore. This book looks at the needs and claims of constitutional adaptation and reconstruction in contemporary Europe. The different tasks facing Western, and East and Central Europe are considered in some detail. In Western Europe, constitutional debate has assumed greater prominence on account of closer economic and political integration within the European Community and internal changes within particular countries. In the East, far-reaching constitutional reconstruction has been an imperative, a task which has had to be tackled in the difficult and uncertain conditions of radical social and economic transformation. Finally, issues of political theory presented by the notion of liberal constitutionalism itself are also addressed and the book throws some light on the direction of future change. The purpose of the Nuffield European Studies series is to provide, for students and teachers in the social sciences and related disciplines, works of an interdisciplinary and comparative nature dealing with significant political, economic, legal, and social problems confronting European nation-states and the European Community. It comprises research monographs as well as the edited proceedings of conferences organized by the Centre for European Studies at Nuffield College, Oxford.

Book excerpt: Autonomy arrangements have gradually become more numerous, & different developments in respect of autonomy can be discerned in the fields of international & domestic law. The patterns of autonomy are quite disparate, but because various fields of law treat autonomy in different ways, it is fruitful to inquire into the applications of autonomy & to ask what autonomy as such implies. Autonomy is a multi-faceted phenomenon which on the one hand contains the issue of devolution or decentralization of law-making or other normative powers in the institutional fabric of the country without any minority protection component; on the other hand it may in addition contain an explicit minority protection component designed to offer special protection to minority groups in society. Especially in the latter sense, the issue of effective participation of a minority in the government is an important issue, & in this respect, there is a connection between autonomy & a general understanding of democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this very useful analysis of constitutional law in Spain provides essential information on the country’s sources of constitutional law, its form of government, and its administrative structure. Lawyers who handle transnational matters will appreciate the clarifications of particular terminology and its application. Throughout the book, the treatment emphasizes the specific points at which constitutional law affects the interpretation of legal rules and procedure. Thorough coverage by a local expert fully describes the political system, the historical background, the role of treaties, legislation, jurisprudence, and administrative regulations. The discussion of the form and structure of government outlines its legal status, the jurisdiction and workings of the central state organs, the subdivisions of the state, its decentralized authorities, and concepts of citizenship. Special issues include the legal position of aliens, foreign relations, taxing and spending powers, emergency laws, the power of the military, and the constitutional relationship between church and state. Details are presented in such a way that readers who are unfamiliar with specific terms and concepts in varying contexts will fully grasp their meaning and significance. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable time-saving tool for both practising and academic jurists. Lawyers representing parties with interests in Spain will welcome this guide, and academics and researchers will appreciate its value in the study of comparative constitutional law.

Book excerpt: The concept of linguistic justice, as applied to minoritized languages, sheds light upon the way in which minoritized communities conduct their lives in less than optimal environments. Precisely for that reason, the theoretical framework for the study of minoritized languages has been constructed from different areas of knowledge, creating a situation in which "language" is just one of the elements. This collection of essays proposes to recover the centrality of bilingualism, biculturalism and bidialectalism in the understanding of the different social, cultural and political processes of historical and contemporary language justice. It provides relevant theoretical and practical frameworks on the latest studies in linguistic justice as applied to minoritized languages and linguistic varieties such as Korean in Los Angeles, USA, Arabic in Spain, or Náhuat in Central America. Analyzing the acquisition, maintenance and attrition of these languages both in digital and physical environments, the volume contributes to expanding our knowledge of the sociolinguistic, educational, political and social realities that occur in minoritized languages.

Corpus Linguistics has proven itself an excellent methodology for the study of language variation and change, and is well-suited for interdisciplinary collaboration, as shown by the studies in this volume. Its title is inspired by the use of CL to assess language in different registers and with a variety of purposes. This collection contains thirty contributions by scholars in the field from across the globe, dealing with current topics on corpus production and corpus tools; lexical analysis, phraseology and grammar; translation and contrastive linguistics; and language learning. Language specialists will find these papers inspiring, as they present new insights on aspects related to research and teaching.
