Book excerpt: This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.

Many were murdered by the regime’s death squads, and in some areas Francoists also subjected up to 15% of the population to summary military trials. Here many suffered the death sentence or jail terms up to thirty years. Although historians have recognised the staggering scale of the trials, they have tended to overlook the mass participation that underpinned them. In contrast to the discussion in other European countries, little attention has been paid to the wide scale collusion in the killings and incarcerations in Spain. Exploring mass complicity in the trials of hundreds of thousands of defeated Republicans following the end of the Spanish Civil War, The Francoist Military Trials probes local Francoists’ accusations whereby victims were selected for prosecution in military courts. It also shows how insubstantial and hostile testimony formed the bedrock of ‘investigations’, secured convictions, and shaped the harsh sentencing practices of Franco’s military judges. Using civil court records, it also documents how grassroots Francoists continued harassing Republicans for many years after they emerged from prison. Challenging the popularly prevalent view that the Franco regime imposed a police state upon a passive Spanish society, the evidence Anderson uncovers here illustrates that local state officials and members of the regime’s support base together forged a powerful repressive system that allowed them to wage war on elements of their own society to a greater extent than perhaps even the Nazis managed against their own population.

However, most of these have been traditional, linear biographies that focus on Franco’s military and political careers, neglecting the significance of who exactly Franco was for the millions of Spaniards over whom he ruled for almost forty years. In this new biography Antonio Cazorla-Sanchez looks at Franco from a fresh perspective, emphasizing the cultural and social over the political. Book excerpt: Spain is a notable exception to the implicit rules of late twentieth-century democratization: after the death of General Francisco Franco in 1975, the recovering nation began to consolidate democracy without enacting any of the mechanisms promoted by the international transitional justice movement. There were no political trials, no truth and reconciliation commissions, no formal attributions of blame, and no apologies. Instead, Spain's national parties negotiated the Pact of Forgetting, an agreement intended to place the bloody Spanish Civil War and the authoritarian excesses of the Franco dictatorship firmly in the past, not to be revisited even in conversation. Formalized by an amnesty law in 1977, this agreement defies the conventional wisdom that considers retribution and reconciliation vital to rebuilding a stable nation. Although not without its dark side, such as the silence imposed upon the victims of the Civil War and the dictatorship, the Pact of Forgetting allowed for the peaceful emergence of a democratic state, one with remarkable political stability and even a reputation as a trailblazer for the national rights and protections of minority groups. Omar G. Encarnación examines the factors in Spanish political history that made the Pact of Forgetting possible, tracing the challenges and consequences of sustaining the agreement until its dramatic reversal with the 2007 Law of Historical Memory. The combined forces of a collective will to avoid revisiting the traumas of a difficult and painful past and the reliance on the reformed political institutions of the old regime to anchor the democratic transition created a climate conducive to forgetting. At the same time, the political movement to forget encouraged the embrace of a new national identity as a modern and democratic European state. Demonstrating the surprising compatibility of forgetting and democracy, Democratization Without Justice in Spain offers a crucial counterexample to the transitional justice movement. The refusal to confront and redress the past did not inhibit the rise of a successful democracy in Spain; on the contrary, by leaving the past behind, Spain chose not to repeat it.

Book excerpt: Despite the repression, violence, and social hardship which characterised Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. David Brydan reveals the vital role which the idea of the Francoist 'social state' also played in the regime's ongoing search for international legitimacy. Using research from eighteen archives across six countries, Brydan shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime abroad. By working with international organisations in Geneva, Paris, and New York and with transnational networks of colleagues across Europe, Africa, and Latin America, they sought to sell the idea of Franco's Spain as a respectable, modern, and socially-just state. They were internationalists, but they were Franco's internationalists. In telling this story, the study disrupts our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. It also brings into focus the overlooked continuities between international structures and projects before and after 1945. The case of Spain reveals the contested and heterogeneous nature of mid-twentieth century internationalism, characterised by the competition between overlapping global, regional, and imperial projects.
