En el informe se examinan los progresos hechos desde 1990 en todos los países y regiones, así como en el mundo en su conjunto. En el informe del año 2015 no solo se facilitan estimaciones de los progresos ya realizados, sino que también se señalan los problemas restantes y se proporciona orientación sobre las políticas en las que debería hacerse hincapié en el futuro. Asimismo se señalan los principales factores que han determinado el éxito hasta la fecha en la consecución de los objetivos relativos a la seguridad alimentaria y la nutrición. La lista de factores - el crecimiento económico, el crecimiento de la productividad agrícola, los mercados (incluido el comercio internacional) y la protección social- no es en absoluto exhaustiva. En el informe se muestra también que las crisis prolongadas, causadas por conflictos o por catástrofes naturales, tienen efectos nocivos sobre los progresos en la reducción del hambre.

La evaluacion mas reciente muestra que se han hecho nuevos progresos en la consecucion de la meta del ODM 1 para 2015, que sigue estando al alcance de las regiones en desarrollo en su conjunto, a pesar de que persisten notables diferencias entre las regiones y son precisos grandes esfuerzos adicionales de manera inmediata. El informe de 2013 trasciende la medicion de la privacion de alimentos, ya que en el se presenta un conjunto mas amplio de indicadores que intentan reflejar el caracter multidimensional de la inseguridad alimentaria, los factores determinantes de esta y sus efectos. Este conjunto de indicadores, compilado en relacion con cada pais, permite obtener una imagen mas matizada de la situacion por lo que hace a la seguridad alimentaria, asi como orientar a los responsables de la formulacion de politicas en la elaboracion y aplicacion de medidas claramente orientadas y eficaces que puedan contribuir a la erradicacion del hambre, la inseguridad alimentaria y la malnutricion. Sobre la base de ese conjunto de indicadores, en el informe tambien se examinan en mas detalle las experiencias diversas de seis paises; dicho examen proporciona una imagen mixta de avances y retrocesos. En conjunto, las experiencias de estos paises demuestran la importancia de la proteccion social y las iniciativas dirigidas a mejorar la nutricion, de las politicas para incrementar la productividad agricola y potenciar el desarrollo rural, de las fuentes diversas de ingresos y de un compromiso a largo plazo para incorporar de forma general la seguridad alimentaria y la nutricion en las politicas y los programas publicos. "

En El estado de la inseguridad alimentaria en el mundo 2005 se examinan los avances hacia la consecucion de las metas de la Cumbre Mundial sobre la Alimentacion y los objetivos de desarrollo del Milenio (ODM), prestando especial atencion a la importancia decisiva que reviste la reduccion del hambre, no solo como meta explicita del primer ODM sino como condicion fundamental para alcanzar los restantes ODM. En el informe se presentan pruebas irrefutables que el hambre y la malnutricion son causas importantes de las privaciones y el sufrimiento que se pretende combatir mediante los restantes ODM. Los progresos hacia la consecucion de estas metas no han sido suficientes, en particular en los paises y regiones donde los esfuerzos de reduccion del hambre se han estancado. En El estado de la inseguridad alimentaria en el mundo 2005 se destaca el hecho de que aun es posible alcanzar la mayoria de las metas de los ODM, e incluso todas ellas, pero solo si los esfuerzos se redoblan y se orientan mas eficazmente y si se reconocen y afrontan especificamente dos aspectos fundamentales: sin un rapido avance en la reduccion del hambre, resultara dificil, y tal vez imposible, conseguir los restantes ODM; y la lucha por eliminar el hambre y conseguir los restantes ODM se ganara o perdera en las zonas rurales, pues alli vive la abrumadora mayoria de las personas hambrientas del mundo."

En el informe de 2014 también figuran nuevas observaciones sobre el conjunto de indicadores de la seguridad alimentaria incorporados en 2013 y se analizan con más detenimiento las dimensiones de la seguridad alimentaria: disponibilidad, acceso, estabilidad y utilización. Midiendo la seguridad alimentaria en estas dimensiones diversas, el conjunto de indicadores puede ofrecer una imagen detallada de las dificultades de un país en materia de seguridad alimentaria y nutrición, lo cual contribuye al diseño de intervenciones selectivas en este ámbito. Un compromiso político constante al más alto nivel es requisito previo para la erradicación del hambre. El compromiso supone reservar a la seguridad alimentaria y la nutrición el primer lugar del programa político y crear un entorno propicio para mejorar la seguridad alimentaria y la nutrición. En el informe de este año se examinan las distintas experiencias de siete países y se hace especial hincapié en entornos favorables a la seguridad alimentaria y la nutrición que giren en torno a compromisos y capacidades en cuatro dimensiones: políticas, programas y marcos jurídicos; movilización de recursos humanos y financieros; mecanismos de coordinación y asociaciones; y adopción de decisiones basada en hechos comprobados.
