Un niño emocionalmente maduro, moralmente íntegro, espiritualmente pleno, con un proyecto de vida propio, feliz y con juicio autónomo crítico. Centrar la atención en el acceso a estos nuevos derechos y en su formación, es considerar los derechos del niño en serio. MIJAIL MENDOZA ESCALANTE (n. en Sicuani, Cusco) es Doctor en Derecho por la Universidad Complutense de Madrid y Diplomado en Derecho Constitucional por el Centro de Estudios Políticos y Constitucionales (España). Investigador visitante y Becario del Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht de Heidelberg (Alemania) durante un año (2004 – 2005) para su investigación doctoral y Becario AECI (España) durante dos años (2002 – 2004). Realizó estancias de investigación postdoctoral durante el año 2009 (enero-junio) en el Instituto Max-Planck de Heidelberg y durante el año 2010-2011, como becario postdoctoral de la Alexander von Humboldt Stiftung. Autor de los libros: Los principios fundamentales del derecho constitucional peruano (2000), Conflictos entre derechos fundamentales. Expresión, información y honor (2007), Derechos fundamentales y derecho privado (2009). Fue Asesor del Tribunal Constitucional y profesor de Doctorado y Maestría en las Universidades de San Martín de Porres, Mayor de San Marcos, San Antonio Abad del Cusco y Andina del Cusco, así como de la Academia de la Magistratura.
