El principal mensaje es que no se puede confundir a Colombia con el resto del mundo por las especificidades del país, a diferencia de los países desarrollados. El principal argumento es que en Colombia el sector eléctrico emite pocos gases de efecto invernadero, un 4-5% del total, mientras que el sector agropecuario y el uso del suelo explican 45%, en especial la deforestación con un 20%. De ahí que los esfuerzos deben dedicarse a los sectores donde se causan más emisiones de gases de efecto invernadero. Se critica el énfasis en el sector eléctrico, cuando aquí no está el problema, ya que la generación de energía eléctrica es 70o producida por hidroeléctricas, por lo cual centrarse en energía solar y eólica es exagerado. Se argumenta que el país debe tener una política industrial basada en el sector energético para que no se siga dependiendo tecnológicamente del exterior, cuando podría pensarse en tener fábricas de paneles solares y aerogenerador. Enfatiza que hay que hay que usar el potencial hidroeléctrico de Colombia que es enorme. Se analiza el consumo de energía por sectores, mostrando que se exagera, también, el efecto del sector transporte en las emisiones que explica el 15% de las mismas cuando en los países desarrollados es más del 30% y que la electrificación del transporte es un objetivo de décadas. Define que hay que eliminar el consumo de combustible y de carbón, en forma inteligente y sin causar desequilibrios económicos, jurídicos y sociales. Finaliza con un análisis de la compra de ISA, empresa de transmisión de energía eléctrica de alto voltaje, por Ecopetrol, y desenmascara todos los argumentos equivocados que se dieron para justificar esta compra.

All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.
