Book excerpt: Jharkhand, the land of forest, named by the people of the neighboring plains, had been a safe haven of the indigenous peoples until the sixteenth century when the process of central state formation began to grow out of the nontribal matrix in the region. The states that emerged then fell under the direct influence and control of the great empires of successive periods that encroached upon the resources and lives of the indigenous peoples. They disrupted their egalitarian social system and their culture based upon a symbiotic relationship with their environment, forcing the indigenous people to retreat to even more inhospitable regions to rebuild their social structure. However, they were never able to fully escape the ever-increasing boundaries of the state, which eventually stripped the Jharkhand of its resources and left its people peasants. The modern Jharkhand movement, a continuation of the peoples' resistance to the encroaching state, has been widely covered in the media and academic circles. Various analytical reports, academic interpretations and political explanations, often holding contradictory views, have been published over a period exceeding the last five decades. The production of such a huge corpus of literature shows the strength of the movement, and the immense significance of the issues. Containing contributions by leading social scientists and activists, this volume furthers the discourse on the relationship between mainstream nationalism and the indigenous identity often termed ethnicity, as it relates to the nation state. In doing so, it helps civil society understand the relevance of autonomy and identity of the indigenous peoples of the country as a whole. Book excerpt: This review summarizes the published literature, as well as any available information provided by NGOs or project proponents, on the practice of community forest management (CFM) in the Peruvian Amazon. It provides an overview of literature related to land-use and forest management by rural populations in the Peruvian Amazon, placing this information in the broader context of the forestry sector in Peru. The review describes the different manifestations of CFM in Peru and the most widely studied cases of CFM projects. The document also examines some emerging initiatives, summarizes the main challenges for CFM and highlights important areas for future research. One key finding of this review is that there is a general lack of scientific analyses of CFM in Peru: most information is available only via project reports prepared by project proponents and/or donors. The review stresses that community forest management takes many forms. People throughout the Amazon have long relied on forest resources for their shifting cultivation systems, and timber and NTFPs are central to the livelihoods of many. Typically, forest use has occurred informally with little oversight or control by the state. Beginning in the 1980s, environmental NGOs have introduced CFM initiatives in Peru. To date, most CFM projects focus only on indigenous communities to support timber management; by contrast, scientific studies have focused on forest use within subsistence livelihood systems. Given that there are approximately 2 million non-indigenous rural Amazonians in Peru, the forest footprint and market impacts of non-indigenous smallholder forest management are likely to be much greater than recognized. However, very little is known about these endogenous smallholder-led systems. More research is needed to increase our understanding of the heterogeneity of these systems and the opportunities and challenges that they represent.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

Book excerpt: The document summarizes the report that, based on a review of more than 250 studies, demonstrates the importance and urgency of climate action to protect the forests of the indigenous and tribal territories of Latin America as well as the indigenous and tribal peoples who protect them. These territories contain about a third of the continent's forests. That's 14% of the carbon stored in tropical forests around the world; These territories are also home to an enormous diversity of wild fauna and flora and play a key role in stabilizing the local and regional climate. Based on an analysis of the approaches that have proven effective in recent decades, a set of investments and policies is proposed for adoption by climate funders and government decision-makers in collaboration with indigenous and tribal peoples. These measures are grouped into five main categories: i) strengthening of collective territorial rights; ii) compensate indigenous and tribal communities for the environmental services they provide; iii) facilitate community forest management; iv) revitalize traditional cultures and knowledge; and v) strengthen territorial governance and indigenous and tribal organizations. Preliminary analysis suggests that these investments could significantly reduce expected carbon emissions at a low cost, in addition to offering many other environmental and social benefits.
